Bidding Capacity = 2A - (B+C), where A = Maximum turnover in any one year during the last three years, B = Value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed, and C = Value of existing Tender. A bidder will get a maximum contract/contracts of value 2 (two) times of the bidder’s highest Annual Turnover in any of the preceding last 3 (three) years. In case a bidder has already been awarded work equal to twice his Annual Turnover of the last 3 (three) years but has received some running payment against those works, the bidder would be eligible to bid for new works to the extent of payments already received by him.
Technical Capacity

The required prior work experience for the bidder includes having at least one single civil work order of value not less than 60% of the package value for packages over Rs.5.00 crores, or two works equaling 70% of the package value. For packages up to Rs.5.00 crore, the bidder should have at least one single civil work order of value not less than 50% of the package value. The work order should be from the last 5 financial years. The bidder needs to submit a completion report of the work from the Executive Engineer concerned. There is also a relaxation for newly registered contractors, where they can be granted relaxation for 3 years from the date of their first registration. The values and percentages mentioned include:
- 60% of the package value for single work order for package value more than Rs.5.00 crores
- 70% of package value for two works for package value more than Rs.5.00 crores
- 50% of the package value for single civil work order for package value up to Rs.5.00 crore The bidder's past track record is considered when selecting the lowest bidder, and they need to submit an up-to-date progress report of all works allotted to them in the past 5 years. The bidder's bid capacity is calculated based on their annual turnover in the last 3 years, with a maximum bid capacity being 2 times the highest annual turnover. The bidder needs to submit a self-certified up-to-date progress report of all works awarded to them for the past 5 years, and a copy of a single work order having a minimum value as per certain clauses. However, specific details on the required prior work experience in terms of years are not mentioned. The bidder is also required to submit an abstract of Annual Turnover for Civil works only for the preceding Five Financial Year from a registered Chartered Accountant, and a table containing Annual turnover of the Bidder during the last 3 years. A table containing value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed is also required. Additionally, any quoted value less than 10% below the package value will be summarily rejected, with the minimum allowable lowest quoted value (ALQV) being 10% below the package value. For example, if the package value is Rs 1,00,000.00, the ALQV will be Rs 90,000.00, and if the package value is Rs 1,99,879.00, the ALQV will be Rs 1,79,891.00.
