The bidder is required to have prior work experience in civil works. For package values more than a certain amount, the bidder should have at least one single civil work order of value not less than 60% of the package value or two works equaling 70% of the package value. For package values up to a certain amount, the bidder should have at least one single civil work order of value not less than 50% of the package value. The work order allotted within the last 5 financial years will only be considered. The bidder needs to submit a completion report of the work from the Executive Engineer concerned for the criteria and an up-to-date progress report of all the works allotted to them in the past 5 years. The report should include details such as the name of the scheme, work order number and date, allotted amount, date of starting, up-to-date progress, and remarks. The bidder's annual turnover for civil works for the preceding five financial years should be provided, certified by a registered Chartered Accountant. The maximum value of annual turnover during the last three years should also be mentioned. However, specific values or percentages of similar works completed are not consistently mentioned, but it is required that the bidder should have completed works to be eligible. Bids quoted less than 10% below the package value/estimate rate will be retained and qualify for allotment. The minimum allowable lowest quoted value would be calculated by subtracting 10% of the package value. The bidder should submit a self-certified up-to-date progress report of all works awarded to them for the past 5 years and a copy of a single work order having a minimum value. The bidder should also submit a table containing annual turnover of the bidder during the last 3 years and a table containing value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed. The bidder needs to have a minimum annual turnover for civil works and a financially sound/satisfactory certificate from a nationalized/Schedule Bank. The Bid security shall be 2% of the package value.
