The bidder should have at least 1(one) single Civil work order of value not less than 60% of the package value or 2 (two) works equaling 70% of package value for package value more than Rs.5.00 crores. For package value up to Rs.5.00 crore, the bidder/ contractor should have at least 1(one) single civil work order of value not less than 50% of the package value. The work order allotted within last 5 financial years from the year of publication of bid will only be considered. No specific percentage of similar works completed is mentioned. However, the bidder needs to submit a self-certified up to date progress report of all works awarded to him for the past 5 years. Relaxation in experience certificate may be granted for 3 years from the date of their first registration for newly registered class 1 C (only BE/Engineering graduates), Class II (Diploma Engineers), and Class III contractors. The bidder's past track record, including the size of works executed in the last 5 years, will be considered. The bidder is required to submit a copy of a single work order having a minimum value, but specific values and percentages of similar works completed are not explicitly mentioned, except that the bidder's annual turnover and the value of existing commitments/liabilities are to be provided. The calculation of bidding capacity shall be worked out by the formula: Bidding Capacity = 2A - (B+C), where A = Maximum turnover in any one year during the last three years, B = Value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed, and C = Value of other commitments. The bidder's maximum bid capacity shall be calculated as 2 times the bidder's highest Annual Turnover in any of the preceding last 3 years. If a bidder has been awarded work to the extent of twice the highest turnover in the last 3 years, or if his past work awarded and taking into account the current bid would cross twice the highest annual Turnover of last 3 years, he/she would be deemed to be financially ineligible to bid and his bid would be rejected on this ground.
