The required prior work experience for the bidder is not explicitly mentioned in terms of years. However, the bidder should have at least 1 single civil work order of value not less than 60% of the package value or 2 works equaling 70% of the package value for package values more than Rs. 5.00 crores. For example, if a bidder's highest annual turnover in the last 3 years is Rs. 10 crore, their maximum bid capacity would be 2 times that amount, which is Rs. 20 crore. If a bidder has already been awarded work equal to twice their annual turnover of the last 3 years, they would be eligible to bid for new works to the extent of payments already received by them. The bidder's performance security should be equivalent to 2% of the contract price. Bidders who quoted less than 10% below the package value/estimate rate will be retained and qualify for allotment. The calculation of bidding capacity is worked out by the formula: Bidding Capacity = 2A - (B+C), where A is the maximum turnover in any one year during the last three years, B is the value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed. In case a bidder has been awarded work to the extent of twice their highest turnover in the last 3 years, or if their past work awarded and taking into account the current bid would cross twice their highest annual turnover of the last 3 years, they would be deemed financially ineligible to bid and their bid would be rejected on this ground.
