The bidder's available bid capacity should be more than the total bid value, calculated as (A*N*2-B), where A is the maximum value of civil engineering works executed in any one year during the last five years, N is the number of years prescribed for completion of the works, and B is the value of existing commitments and ongoing works. The bidder should have experience and resources sufficient to meet the qualifying criteria for the individual contracts. The bidder must demonstrate having experience in similar works, with a value of at least 1/3rd of the contract value. The bidder should have completed works of a similar nature as a prime contractor over the last five years, with details of the project name, employer, description of work, contract number, value of contract, and dates of completion. The required prior work experience for the bidder is mentioned in terms of quantities of work executed as a prime contractor of all main items of work described in the bid document, in the five years. The cost of completed works of previous years shall be given weightage of 10% per year based on rupee value to bring them to the present price level.
