The bidder is required to have prior work experience in civil engineering construction works, specifically in works of a similar nature and size to the proposed project. The bidder should have completed at least one similar work of value not less than 1/3 (one third) of the DNIT value, with a satisfactory completion of not less than 90% of the contract value, as a prime contractor in the last five years. The bidder should have experience in works of a similar nature and size for each of the last five years, with a total monetary value of civil construction work performed for each of the last five years. The bidder should also have executed in any one year, the minimum quantities of the major items of work, usually not less than 40% of the estimated quantity. The value of similar work is 1/3rd of the respective value of work in the IFB, which should not be less than one third of the contract value. The annual financial turnover amount should be at least 60% of the DNIT value up to Rs. 200 Lakh and 75% of the DNIT value for more than Rs. 200 Lakh, in any one year of the respective value of work mentioned in the IFB. Additionally, the bidder should have a certificate of similar nature of work done, completed in the last 5 years, issued by the authorized Engineer in-charge, and a certificate of executed quantities of work done in any one year of the last 5 (five) years, issued by the authorized Engineer in-charge. The bidder should also provide information on the quantities of work executed as prime contractor of all main items of work described in the bid document, in the last five years, including quantities of work performed for items such as Earthwork (E/W), GSB, WBM/WMM, BM/DBMC, SDBC/BC, PCC/RCC, Pile/Well, and ICBP. There is also a relaxation in the qualification criteria for unemployed Graduate/Diploma Engineers, where the exemption from single similar nature of work performed as a prime contractor is allowed, subject to certain conditions. The relaxation is valid up to a period of 5 years from the date of issue of registration or 6 number of works, whichever is earlier. The bidder's available bid capacity is calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the current year, with a rate of inflation of 10% per year. The assessed available bid capacity is then calculated using the formula: Assessed available bid capacity = (A*N*2-B), where A is the maximum value of civil engineering works executed, N is the number of years prescribed for completion of the works, and B is the value of existing commitments and ongoing works to be completed during the next financial year. The bidder should have a minimum annual financial turnover of 25% of the estimated cost of the package in any one year. However, for unemployed Graduate/Diploma Engineers of Assam, there is a relaxation in this clause, where the minimum annual financial turnover is reduced to 25% of the DNIT. The bidder should also have experience in performing a single similar nature of work as a prime contractor, although this requirement is exempted for unemployed Graduate/Diploma Engineers of Assam. The bidder should also have a certain amount of liquid assets or availability of credit facilities, which is not less than 10% of the estimated cost of the package, and an undertaking for investment of minimum cash up to 25% of the value of the work during implementation of the contract, and evidence of access to or availability of credit facilities (minimum 10% of notified contract value) certified by the bankers.
