The required prior work experience for the bidder includes having experience and resources sufficient to meet the qualifying criteria for the individual contracts, with a minimum annual financial turnover and completion of similar works. The bidder must demonstrate having experience in works of a similar nature as the proposed contract. Specifically, for certain positions, the required experience is B.E. Civil + 3 years of experience or Dip. Civil + 7 years of experience. The bidder must also have completed a certain value of similar works in the last five years, although the exact value is not specified. The bidder's available bid capacity is calculated based on the maximum value of civil engineering works executed in any one year during the last five years. The available bid capacity must be more than the total bid value. To qualify for the award of the contract, each bidder should have, in the last five years, achieved a minimum annual financial turnover of 67% of the DNIT value in any one year. They should have also satisfactorily completed at least one similar work of value not less than 1/3 (one third) of the DNIT value, with a completion rate of not less than 90% of the contract value. Additionally, they should have executed a minimum quantity of major items of work, usually not less than 40% of the estimated quantity, in any one year. The bidder should also demonstrate availability of key equipment and personnel, and have liquid assets and/or availability of credit facilities of not less than 10% of the estimated cost of the package. Records of poor performance during last five years are considered, including abandoning the works, rescinding the contract, inordinate delay in completion, consistent history of litigation/arbitration award, or financial failure due to bankruptcy. Values and percentages of similar works completed mentioned include: - 67% of the DNIT value as the minimum annual financial turnover - 1/3 (one third) of the DNIT value as the minimum value of similar work completed - 90% of the contract value as the minimum completion rate - 40% of the estimated quantity as the minimum quantity of major items of work executed - 10% of the estimated cost of the package as the minimum liquid assets and/or availability of credit facilities.
