The required prior work experience for the bidder includes having successfully completed works during the last 5 years ending last day of submission of tender. The bidder should have experience in similar classes of work, with specific details to be provided. The bidder should have completed: - Three similar completed works, each cost not less than the amount equal to 40% of Estimated cost put to tender. - Or, Two similar completed works, each cost not less than the amount equal to 60% of Estimated cost put to tender. - Or, One similar completed work costing not less than the amount equal to 80% of Estimated cost put to tender. The cost of work shall mean gross value of the completed work including cost of material supplied by the respective Client but excluding those supplied by the client free of cost. The value of executed works shall be brought to current costing level by enhancing the actual executed value of work at a simple interest rate of 7% per annum calculated from the date of completion to the previous day of the last date of submission for bids. The bidder should have experience in areas such as Sanitary & Water Supply Works, Electrical Works in Building Works, including Air Conditioning Works, and construction of Residential/ Non-Residential/ Institutional / Non- Industrial building Project(s) including finishing works, water supply, drainage & sanitary installations, electrical works, Firefighting, Lifts etc. The details of all works of a similar class completed during the last five years should be provided, including the name of the work/project, location, owner or sponsoring organization, cost of work in crores of rupees, date of commencement, stipulated date of completion, actual date of completion, and any pending litigation/arbitration cases. The joint venture partners' experience shall be considered if it is not less than 30 percent of the qualifying criteria. In case one of the joint venture partners is proposed to be included primarily to provide financial strength to the joint venture, such joint venture partner shall have to commit to provide liquidity support to the project to the extent of 20 percent of the value of the contract. The bidder should have an annual turnover of construction works, with specific values for each year. The total value of annual construction turnover for joint venture partners should also be provided. The bidder's available bid capacity should be more than the total bid value. The value of existing commitments and ongoing works should be certified by a chartered accountant, and the stipulated period of completion remaining for each of the works listed should be certified by the concerned Engineer-in-Charge. The bidder should not have a record of poor performance, such as abandoning works, not properly completing contracts, inordinate delays, litigation history, or financial failures. The bidder should submit only one bid for one package, and the cost of bidding should be borne by the bidder. The bidder should have a guarantee for 5 years against work done, along with the bill, for retrofitting works. The bidder should also have a tie-up agreement with authorized dealers or applicators of specific companies, along with necessary certificates of dealership or applicator from the concerned company. The bidder should comply with the approved list of materials and should not use any supplementary items without prior approval from the competent authority. The bidder should also submit technical bids in a compact binding form. The bidder's bid should be signed to legally bind all partners, jointly and severally, and should be submitted with a copy of the joint venture agreement providing the 'joint and several' liability with respect to the contract. In case of dissolution of a joint venture, each constituent firm may qualify if they meet all the qualification requirements, subject to the written approval of the Employer. The bidder's available bid capacity should be calculated based on the maximum value of civil engineering works executed during the last 5 years, and the value of existing commitments and ongoing works should be certified by a chartered accountant.
