The required prior work experience for the bidder includes successfully completing or substantially completing any of the following during the last 07 years: - Three similar works each costing not less than 30% of the advertised value of the tender, - Two similar works each costing not less than 40% of the advertised value of the tender, - One similar work each costing not less than 60% of the advertised value of the tender. For substantially completed work, payment equal to or more than 90% of the present contract value has been made to the contractor. The credential certificate for this should not be older than 60 days from the date of invitation of the present tender. In case a work is considered for fulfillment of credentials, it was started prior to 7 years but completed within the last 7 years. Additionally, if a bidder has successfully completed a work as a subcontractor, the work experience certificate issued by a government organization or public listed company is considered for the purpose of fulfillment of credentials. The available bid capacity is calculated using the formula: Available Bid Capacity = [A x N x 2] – 0.33xNxB, where A is the maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year. For tenders having an advertised value of more than Rs 20 crore, the tenderer will be qualified only if its available bid capacity is equal to or more than the total bid value of the present tender. The value of Rs 50 lakh is mentioned as the threshold below which no technical and financial credentials are required for tenders. The bidder's prior work experience is considered for the purpose of fulfillment of technical credentials. In case a work is considered similar in nature, the overall cost including the PVC amount (if paid) of that completed work or substantially completed work, shall be considered and no separate evaluation for each component of that work shall be made to decide eligibility. The value of final bill (gross amount) including the PVC amount (if paid) shall be considered as the completion cost of work. In case the final bill is pending, only the total gross amount already paid including the PVC amount (if paid) shall be considered as the completion cost of work. For substantially completed work, the total gross amount already paid including the PVC amount (if paid), as mentioned in the certificate, shall be considered as the cost of substantially completed work. The required percentages of similar works are 30%, 40%, and 60% of the advertised value of the tender. The required amounts are not less than 30%, 40%, and 60% of the advertised value of the tender for three, two, and one similar works respectively.
