The required prior work experience for the bidder includes: 1. Average Annual Financial turnover: The bidder should have achieved average annual financial turnover of construction works worth 30% of contract value during the immediate last three consecutive years.
2. Similar Works Cost Experience: The bidder, as prime contractor, should have satisfactorily completed in the last 7 years at least one similar work of value not less than 80% of the Estimated cost of work. Alternatively, they should have completed at least two similar works of value not less than 60% of the Estimated cost of work each, or at least three similar works of value not less than 40% of the Estimated cost of work each.
3. Specific Technical Works Experience: The bidder should have executed a minimum of 50% of the Bill of Quantities (BoQ) quantity for quantity-based works, or 70% of Capacity for capacity-based works for Civil Works and E&M Works. The value and percentage of similar works completed are as follows:
- At least one similar work of value not less than 80% of the Estimated cost of work
- At least two similar works of value not less than 60% of the Estimated cost of work each
- At least three similar works of value not less than 40% of the Estimated cost of work each
- 50% of the Bill of Quantities (BoQ) quantity for quantity-based works
- 70% of Capacity for capacity-based works The bidder's experience and qualifications will be evaluated as part of the prequalification process, with a minimum qualifying mark of 50% in each individual item and an overall mark of 60%. The evaluation criteria include 80% for minimum Eligibility Criteria, 100% for 1.5 times of minimum Eligibility Criteria, and in between on pro-rate basis, with a maximum of 10 marks.
