The bidder should have experience in similar works, with specific requirements for different types of work. For example, for Horticulture work, the bidder should have experience of Horticulture work only. The bidder should have satisfactorily completed similar works in the last 7 years. The required experience is as follows: - Three similar completed works each costing not less than 40% of the estimated cost, - Two similar completed works each costing not less than 60% of the estimated cost, - One similar completed work each costing not less than 80% of the estimated cost. The cost of work shall mean the gross value of the completed work, including the cost of material supplied by the Government/client, but excluding those supplied free of cost. The bidder should have completed similar nature of works during the last seven years, and the information regarding the similar works completed should be provided, which includes details such as project name, completion cost of the project, and other relevant information. The bidder should demonstrate access to liquid assets and/or credit facilities of not less than 10% of the value of the contract/contracts applied for. The contractor shall submit an undertaking that the bidder will be able to invest a minimum cash up to 25% of the contract value of work during implementation. No specific percentage of similar works completed is mentioned, but the bidder is required to upload a list of eligible similar nature of works completed during the last seven years. The TDS amount shall tally with the actual amount of work done. The bidder shall quote percentage below/above/at par of major as well as minor component of the work. The bidding capacity of the contractor should be equal to or more than the estimated cost of the work put to tender, calculated using the formula: Bidding Capacity = {[AxNxM]-B}, where A is the maximum value of civil engineering works executed in any one year during the last five years, N is the number of years prescribed for completion of the works, and M is taken as 2.0. The bidder should have an average annual turnover worth a minimum of 40% of the estimated cost during the last five consecutive years. The bidder should not have incurred any loss (profit after tax should be positive) in more than two years during the last five consecutive years ending 31st March 2024. The bidder shall submit affidavit/certificate from CA mentioning Financial Turn Over of the last 5 years or for the period as specified in the bid document, duly certified by the chartered accountant. The value of similar works completed is not explicitly mentioned, but the bidder is required to provide a list of similar nature of works completed during the last seven years, which includes the completion cost of the project. The bid capacity shall be calculated as per Annexure-8, which includes the value of existing commitments and on-going works to be completed during the next 1.5 years. The value of B (existing commitments and on-going works) shall be calculated, and the detailed calculation sheet shall be given in the Qualification Information Section. The bidder's bidding capacity is calculated based on the value of existing commitments and on-going works (B), and the bidder is required to deploy required plant and machinery on the project, with a minimum number indicated in the tender document. The bidder shall also obtain GST registration certificate of the State, in which work is to be taken up, within one month from the date of receipt of the award letter or before the release of any payment. The bidder should have a minimum turnover of construction works as mentioned in Annexure-2. The Annexure-2 requires the bidder to provide details of their financial performance, including turnover of construction works and profit/loss after tax, for the last five years. The bidder should also have a valid license and necessary qualifications, such as a diploma holder in electrical engineering and a licensed electrician, for executing electrical works. Similarly, for executing mechanical works, the bidder or associated contractor should have prescribed garage tools as approved by the Transport Commissioner.
