The bidder should have prior work experience as a prime contractor on construction works of a similar nature and volume over the last five years. The bidder is required to have achieved in any one year a minimum financial turnover volume of construction work of at least the amount equal to the estimated cost of works. The bidder should have satisfactorily completed, as prime Contractor, at least one similar work equal in value to one-third of the estimated cost of work. The bidder needs to provide information on work performed as a prime contractor on construction works of a similar nature and volume over the last five years, with a certificate from the Engineer-in-charge. The bidder also needs to provide the total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited, with a certificate from a Chartered Accountant. The bidder should have completed a total monetary value of civil construction works performed for each of the last five years. The bidder should provide details of works in progress or contractually committed with certificates from the concerned officer of the rank of Executive Engineer or equivalent. The value of similar works completed should be at least one-third of the estimated cost of work. The bidder must demonstrate availability for construction work of technical personnel, including key equipment and liquid assets and/or credit facilities, net of other contractual commitments. The bidder is required to invest a minimum of 10% of the contract price of works during the implementation of the works. The bidder should also provide evidence of access to line(s) of credit and availability of other financial resources/facilities, certified by a banker, with a value of 10% of the contract value. The bidder should provide project details, including the name of the project, description of work, value of contract, and actual date of completion, along with remarks explaining reasons for delay, if any. The bidder also needs to provide information on existing commitments and ongoing construction works, including the value of contracts and the value of works remaining to be completed. The bidder should provide information on the quantities of work executed as prime contractor in the last five years, including earthworks, granular sub-base and base, and plant mix paver laid bituminous work. The bidder should also provide information on work performed as prime contractor on works of a similar nature over the last five years, including project name, description of work, value of contract, and date of issue of work order. Minimum 2 years of experience is required for the personnel, with specific qualifications, including a degree or diploma in civil engineering. The bidder must have experience and resources sufficient to meet the aggregate of the qualifying criteria for individual contracts. The available bid capacity will be calculated as under: Assessed Available Bid capacity = (A*N*M-B), where A = Maximum value of civil engineering works executed in any one year during the last five years, N = Number of years prescribed for completion of the works, M = 2.5, B = Value of existing commitments and on-going works to be completed during the period of completion of the works. The bidder's prior work experience is assessed based on their available bid capacity for construction work, which should be equal to or more than the total bid value. The bidder should have completed works with a value updated to the price level of the last year at the rate of 8 percent a year. The bidder's experience in similar work is also considered. The bidder is required to have prior work experience in works of a similar nature and size for each of the last five years. The specific percentage of similar works completed is one-third of the estimated cost of work. The specific amount is 10% of the contract price of works during the implementation of the works.
