The required prior work experience for the bidder includes completing similar nature of projects during the last five years. The bidder needs to provide a list of such projects, including details such as contract price, major items of work, dates of starting and completion, and reasons for any delays. The value and percentage of similar works completed are not explicitly mentioned in most cases, but it is required that the bidder should have completed similar projects with a value that is not less than 15% of the tendered amount, otherwise, the bid shall be rejected. The bidder needs to provide information on similar nature of projects completed or substantially completed during the last five years, along with a certificate from the Engineer-in-Charge for the completed projects. The bidder also needs to provide information on similar nature of projects in progress. The annual turnover of the bidder is also considered, with a table provided to detail the value of civil engineering works executed by the bidder during the last five years, along with an escalation factor and updated value of the works. The maximum updated value of civil engineering works executed during one of the last five years is to be certified by a Chartered Accountant. The bidder should meet the requirement as regard completion / substantial completion of similar nature of works as specified, and substantial completion means the project is fit for its intended use. The completion certificate should contain information such as name of the work, agreement amount, major items of work, date of commencement, stipulated date of completion, actual date of completion or substantial completion, and other details if any. The value of work executed by the applicant shall be updated to the current price level using an escalation factor of 10 percent per year. The bidder should also meet the minimum requirement of annual turnover, and the bidder shall furnish the information in Schedule-H, from his Chartered Accountant. The available bid capacity will be calculated as under: Assessed Available Bid Capacity = (A*N*2-B), where A = Maximum value of works executed in any one year, B = Value at current price level of the existing commitments and ongoing works, and N = Number of years prescribed for completion of the works. In terms of specific values, if more than one bid is quoted at 14.99% less than the estimated cost, the tender accepting authority will finalize the tender through a transparent lottery system. The bidder is also required to provide an Additional Performance Security (APS) when the bid amount is less than the estimated cost put to tender, to the extent as given in the table.
