All the applicants should enroll themselves as Vendor through e-procurement system in the website www.ofbeproc.gov.in positively. All the vendors are requested to enroll themselves in e-procurement portal. As it is mandatory for all vendors to bid ON-LINE only. i.For this purpose firm have to possess a Class-III Digital Signature Certificate (DSC) with USB token from Certifying Authorities (CA) immediately and a valid e-mail account. Information for obtaining the DSC can be seen from any of the following websites :- a) www.safescrypt.com b) www.nic.in c) www.idrbtca.org.in d)www.tcs-ca.tcs.co.in e) www.mtnltrustline.com f) www.ncodesolutions.com g) www.e-Mudra.com ii. Firm will also have to check the validity of their DSC. Without fulfilling the above, you will not be able to quote/bid in any On-Line Tenders of the Factory. Hence it is requested to procure the above mentioned DSC and create a valid e-mail ID (if not yet availed) within a short period of time and enroll themselves as a vendor to O.F. Badmal through the website https://ofbeproc.gov.in and quote against the above Limited Tender Enquiry through E-procurement. STANDARD TENDER ENQUIRY FOR PROCUREMENT OF STORES/ SERVICE 1. The Tender Enquiry (TE)/RFP is issued without any financial commitment. The Buyer reserves the right to amend or modify any part of the TE at any stage. Such amendments/ modifications to the TE, if any, shall be duly notified similarly as the TE. Buyer reserves the right to withdraw the TE at any stage, should it so become necessary. 2. Effective Date of the Contract: Unless the consequent Contract specifically defines a different effective date-of-the- contract, the effective date-of-the-contract shall be the date on which the Parties to the Contract have affixed their respective signatures on the Contract or the date of Supply Order. The Contract shall come into effect on the effective date and remain valid until the completion of the obligations of the Parties under the Contract. The deliveries, supplies and performance of the services under the Contract shall commence from the effective date-of-the-contract. 3. The TE is divided into the following five Parts: (a) Part I – Contains general information and instructions for the Bidders about the TE such as the date, time, place of submission and opening of tenders, validity period of Tenders, etc. (b) Part II – Contains essential details of the stores/ items/services required, such as the Schedule of Requirements, Technical Specifications, Delivery Period, Mode of Delivery and Consignee details, which will form part of the consequent Contract with the successful Bidder. (c) Part III – Contains standard conditions of TE, which will form part of the consequent Contract with the successful Bidder. (d) Part IV – Contains special conditions applicable to this TE and which will also form part of the consequent Contract with the successful Bidder. (e) Part V – Contains evaluation criteria and format for price bids. 4. All procurements valuing above the specified threshold limit (presently Rs. 2 lakhs & above) is normally procured through e-procurement.The web address of the e-procurement portal is https://www.ofbeproc.gov.in. 5.
