The required prior work experience for the bidder includes having successfully completed similar works in the category of "Repair / Renovation / Construction of Residential / Institutional/ hostel building along with other allied services." The bidder should have completed at least one similar work of aggregate cost not less than 80% of the estimated cost put to tender. The value of work executed shall be brought to the current costing level by enhancing the actual value of work at a simple rate of 7% per annum, calculated from the date of completion to the date of Bid opening. The value of work shall be excluding GST. Alternatively, the bidder should have completed: - Three similar works, each costing not less than 40% of the estimated cost put to tender, - OR Two similar works, each costing not less than 50% of the estimated cost put to tender, - OR One similar work of aggregate cost not less than 80% of the estimated cost put to tender. The bidder should also have average annual financial turnover (audited) on works amounting at least 50% of the estimated cost put to tender during the last three consecutive financial years ending on 31st March 2024. In terms of specific amounts, the bidder should have prior work experience with a value that can be brought to the current costing level, but no explicit amount is mentioned. However, the percentages of similar works completed are mentioned as 40%, 50%, and 80% of the estimated cost put to tender. Additionally, the bidder's past experience as a leader or member of a Consortium/ Unincorporated Joint Venture (JV) shall be considered acceptable, provided his scope in that Consortium/JV meets the requirement stipulated in the Experience Requirement. The experience certificate should be issued by an officer not below the rank of Executive Engineer / Project Manager / Unit Officer with detail contact numbers, email id, and postal address. For foreign work experience, the bidder should submit completion/experience certificates issued by the owner, duly signed and stamped, along with an affidavit to the correctness of the completion/experience certificates. The certificates should be attested by the Indian Embassy/Consulate/High Commission in the respective country. The bidder should submit clear/legible copies of Completion certificates along with LOA, Contract agreement clearly mentioning the detail scope of work, value of work, date of start, time as per LOA and actual date of completion and actual value of work completed. Any company/firm can use the work experience of its subsidiary company to the extent of its ownership in the subsidiary company. In case of a Company/firm formed after merger and/or acquisition of other companies/firms, past work experience and financial parameters like turnover, profitability, net worth, etc. of the merged/acquired companies/firms will be considered for qualification. The required prior work experience is for works completed during the last 7 years. The bidder should not have incurred losses in more than two consecutive years during the immediate last five financial years, ending 31st March 2024. The technical personnel should have the following minimum experience: - Sr. Site Engineer: 12 years or more of experience - Site Engineer: 5 years or more of experience - Technician: 12 years or more of experience If the rate quoted by any bidder is (-) 15% or less than the estimated cost put to tender, then such bid shall be rejected. If most bidders quoted at 14.99% (decimals up to two numbers) less than the estimated cost, the tender accepting authority will finalize the tender through a transparent lottery system.
