Repainting of 5 kg cylinders: Job includes shifting of these cylinders from cylinder unloading platform, filling shed/ ground/ conveyers/carousel feeding line etc. to Valve Changing Shed for depressurizing (cold flaring), degassing, shifting to the Testing shed by conveyors, cleaning, pressure testing, painting (Red oxide and signal red), punching and screen printing of safety messages, HP Gas logo as per specifications and relevant BIS standards. After completing all Testing activity the Painted and valve fitted Cylinders are to be sent for pneumatic testing and then put back into conveyors for filling or stacked at designated place as advised by Plant Manager or Officer In charge. Job also includes quality controls and Process Rejection if any, documentation etc. during re-testing activity and stacking & de-stacking of cylinders as per directions from time to time. Testing and salvaging of valves removed from cylinders is in the scope of party before re-fixing. Kindly find attached note for painting of cylinderin terms and condition.

Filling of Cylinder 47.5kg/35KG (additive filling): Job includes shifting of these cylinders from cylinder unloading platform, filling shed/ ground/ conveyers/carousel feeding line etc. to Valve Changing Shed for depressurizing (cold flaring), and removal of valve. After adding required quantity of Flame plus additive, Teflon wrapped valve should be fitted on cylinders. Then put back for filling or stacked at designated place as advised by Plant Manager or Officer In charge. Job also includes quality controls and Process Rejection if any, documentation etc. Contractor have to deploy man powers in such a way that they must be able to fill atleast 2000 no. of cylinders (including 19 kg, 35 kg and 47.5 kg cylinders) in every week or as per advise by plant officers.

a. HPCL would reimburse the concerned contractor(s) the following consolidated amount per day as "Travelling Allowance" payable to the contract workmen engaged under the respective contractor(s) at HPCL's locations basis the actual attendance: Classification of City Rate X Class / Area A / Zone I Rs. 100/- per day Y Class / Area B / Zone II Rs. 80/- per day Z Class / Area C / Zone III Rs. 70/- per day b. Classification of cities to be determined based on the class of City as applicable to the respective contract workmen while reckoning the statutory minimum wages as notified by Central Government under respective category for the schedule of "Construction or Maintenance of Roads or Runways or in Building Operations………….". c. In view of the extant statutory provisions, (viz. "Wage" as defined under Section 2(22) of Employees' Act), the above travelling allowance would not qualify for PF, ESIC, leave with wages, bonus or any other statutory payments. d. The said amount towards 'Travelling Allowance' should be shown by the contractor in 'Wage Sheet' of respective month in separate column as 'Travelling Allowance'. The contractor would be reimbursed actual outgo on account of such disbursement towards 'Travelling Allowance' (including applicable taxes, if any) separately basis actual attendance of concerned contract workmen. The attendance and the amounts of Travelling Allowance to be verified from Wage Sheet. Accordingly, the contractor shall raise separate bill for reimbursement of 'Travelling Allowance' by attaching copy of 'Wage Sheet' showing payment of 'Travelling Allowance' and proof of payment of Wages (which includes Travelling Allowance) i.e. Electronic payment records etc.
