Complete details of the policy and contact officers are available at www. mstcindia.co.in and www.mstcecommerce.com or CLICK HERE FOR DETAILS IMPORTANT INSTRUCTION TO BIDDERS As per instructions issued by Directorate CRPF, New Delhi vide SO- 1/2016, Highest bidder/ purchaser will be required to change the ownership of vehicles on his risk and cost after depositing of full auction sale proceeds of condemned vehicles. In case of vehicle is sold/ purchased as Scrap, then cancellation of registration is to be done before handing over the auctioned vehicle to the highest bidder/ purchaser as per section-55 of MV Act 1988. The following procedure for change of ownership of the condemned vehicle will be rigidly followed as per Para ​ 36.8 of SO- 1/2016. a) That highest bidder (purchaser) will be required to get the ownership of vehicle transferred in his name. b) M/s MSTC Ltd, conducting e-auction may accord reasonable days for collection of vehicle to the highest bidder. c) After the auction and on receipt of full payment, all necessary documents such as original RC, the certificate or order confirming the sale of vehicle in the favour of highest bidder duly signed by the person authorised to conduct the auction, the certified copy of the order of the central govt authorising the auction of the vehicle, etc, whatever is required by the purchaser will be handed over by the auctioning authority to facilitate the change of ownership of the auctioned vehicle. d) Necessary action regarding change of ownership must be initiated immediately by the purchaser within the prescribed time limit given in section- 50(2)(b) of MV act, 1988 and Rule 57 of MV Rule 1989. Procedures/required documents are as under. (1) The person who will acquire or purchase a motor vehicle at a public auction conducted by or on behalf of the Central Government or a State Government shall make an application in Form 32 within thirty days of taking possession of the vehicle to the registering authority accompanied by :- (i) The appropriate fee as specified in rule 81 (ii) The certificates of registration and insurance (iii) The certificate or order confirming the sale of the vehicle in his favour duly signed by the person authorised to conduct the auction (iv) The certified copy of the order of the Central Government or State Government authorising the auction of the vehicle. NOTE :- a) ALL SALES ARE ON "AS IS WHERE IS BASIS". HENCE, ALL SALES WILL BE TREATED AS LOCAL SALES ONLY. THEREFORE, GST SHALL BE PAYABLE. b) FORM 'C' IS NOT ACCEPTABLE UNDER THIS SALE IN VIEW OF (a) ABOVE. (i) NO EMD WILL BE REQUIRED TO BE DEPOSITED AGAINST LOTS UNDER STA TILL ITS APPROVAL BY THE SELLER. (ii) REQUIRED EMD WILL BE DEPOSITED ONLY AFTER ACCEPTANCE/APPROVAL OF STA LOTS. (iii) EMD SUBMISSION DATE WILL BE 07(SEVEN) DAYS FROM THE DATE OF ACCEPTANCE BY THE SELLER. (iv) SYSTEM WILL MAIL AUTOMATICALLY TO THE SUCCESSFUL BIDDER OF STA LOTS FOR PAYMENT OF EMD ONCE THE LOT IS APPROVED BY THE SELLER. 1. H1 bidder shall be required to make an application in Form 32 within thirty days of taking possession of the vehicle to the registering authority for change of ownership. 2. After the auction and on receiptof full payment, the auctioning authority shall facilitate the change of ownership to the H1 bidder by providing the required documents alongwith the auctioned vehicle. 3.
