The formula for bid capacity is: Available bid capacity = A x M x N – B, where A = Maximum value of engineering works executed in any one year during the last five years, M = Multiplier factor fixed as 2, N = Number of years prescribed for completion of work in progress, B = Value of the existing commitments and ongoing works to be completed in the next ‘N’ years.

The bidder is required to have prior work experience of similar works completed or substantially completed during the last seven years. The experience criteria can be met in one of the following ways: * Three similar completed or substantially completed works each of value not less than 40% of the advertised cost of the work. * Two similar completed or substantially completed works each of value not less than 50% of the advertised cost of the work. * One similar completed or substantially completed work of value not less than 80% of the advertised cost of the work. The definition of similar nature of work includes Hydraulic structures like Overhead tanks of minimum capacity of 0.10 lac gallons & staging height of minimum 10M or Rapid Sand Filtration Plant of 0.10 MGD or above or Sewage treatment plants/ Industrial effluent treatment plants of minimum 0.20 MLD capacity or Service Reservoirs of minimum 0.50 lac gallons capacity or RCC / Steel bridges / Composite / grade separators / fly- overs in Nallahs / water bodies. The value of work executed shall be brought to the current costing level by enhancing the actual value of work at a simple rate of 7% per annum. For a period less than a year but more than six months, weightage/escalation for a full year shall be loaded, and for a period less than six months, no weightage shall be given. The bidder should have experience as an Executive Engineer of any Government Department/ Semi Government / PSU’s. If the experience criteria are not met by the bidder on their own, they can enter into a Joint Venture to meet the qualification criteria. For contracts under which the applicant participated as a joint venture member, experience only up to the applicant's share by value shall be considered during evaluation of the bids. The bidder is required to submit an experience certificate for similar works issued by an officer not less than the rank of an Executive Engineer or above. Additionally, the bidder needs to provide a year-wise list of works completed during the last five years with performance certificates issued by an authority not less than an Executive Engineer. The required prior work experience for the bidder is not explicitly stated in terms of years, but it is mentioned that the bidder should have completed works similar to the one being procured, with a maximum value of engineering works executed in any one year during the last five years. The formula to calculate the available bid capacity is: Available bid capacity = A x M x N – B, where A = Maximum value of engineering works executed in any one year during the last five years, M = Multiplier factor fixed as 2, N = Number of years prescribed for completion of work in progress, B = Value of existing commitments and ongoing works to be completed in the next ‘N’ years. The value of 'A' should be updated to the current price level at 7% per annum on a simple basis. The bidder should also have access to credit facilities of not less than 10% of the cost of work for which the firm is eligible for allotment.
