TENDER NOTICE FOR PROVIDING OF TRUCKS (HCVs/LCVs) DISTRICT-WISE IN JAMMU PROVINCE FOR 2018-19 & 2019-20. Tender Reference: e-NIT No. 06-FCS&CA of 2018 Dated: 11.02.2019. For and on behalf of the Governor of Jammu and Kashmir e-tenders on two bid system are invited through Director FCS&CA Jammu from Reputed & Registered Transport Firms/Companies for transportation of foodgrains/sugar of the FCS&CA Department for the years 2018-19 & 2019-20 in Jammu Province. 1. MANNER OF BIDDING Interested parties shall be required to visit the website: www.jktenders.gov.in for downloading detailed NIT and uploading the requisite documents as per NIT for supply of Trucks for Transportation of Food-grains/Sugar 2018-19 & 2019-20. 2. SCOPE OF CONTRACT (To Qualify for Bid, Bidders must have following Technical Qualification): (Technical Bid) It should contain the following details: a) Details as per Annexure “A” to this NIT, b) Service License issued by the competent authority (STA) for handling of transportation job. (refer Rule 127(2) J&K M.V. ACT,1991), c) Earnest money in the shape of CDR pledged to Chief Accounts Officer, Directorate Food Civil Supplies & Consumer Affairs Department Jammu. d) Self attested copy of TIN Certificate/PAN Card. e) Self attested copy of registration of firm/supplier from Central /State Government, f) In case of Partnership Firm or Limited Company, copy of Partnership Deed or copy of certificate of corporation along with articles of association and memorandum, 2 g) The Power of Attorney should be signed by all the partners in case of a partnership concern, by the proprietor in case of proprietor concern and by the person who by his signature can bind the company in the case of a limited concern. The DSC holder signing the tender or any documents forming part of the tender on behalf of another partner or on behalf of a firm shall be responsible to produce proper Power of Attorney, duly executed in his favour stating that he has the authority to bind such other person or the firm, as the case may be, in all matters pertaining to contract. If the DSC holder so signing the tender fails to produce the said power of attorney, his tender shall be summarily rejected without prejudice to any other right of the Department under the Law. The hard copy of power of attorney will be submitted by the successful tenderer at the time of the award of the contract, h) Copies of ownership documents in respect of firms/company, i) E-challan/Treasury Receipt in favour of Chief Accounts Officer, Directorate of FCS&CA payable at Jammu j) GST Registration certificate thereof and tax deducted. k) Attestation of signature of the authorized signatory on behalf of firm from the bank, where the firm is having its account, l) Address proof of the authorized signatory (copy of passport, telephone, electricity bill/voter ID etc.), m) Bank conduct certificate of the firm, n) The turnover should not be less than Rs.10.00 crore in each year (exclusively on account of goods carriage through trucks) and should not be less than Rs.50.00 crore for the continuous last 5 years (Copy of Balance Sheet, Profit & Loss Account, duly audited, for the last 5 years.) o) Copy of Income Tax Returns for the last 5 years, p) Affidavit attested by First Class Magistrate to the effect that if during the period of contract, the tenderer indulges in any activity that construes as an Act unbecoming of a law abiding citizen, the contract is liable to be terminated. Whatever construes as such an activity will be subject to the discretion of the Department and the decision of the Director, FCS&CA, Jammu shall be final and binding upon the contractor (Annexure-B). q) Affida
