Special Terms & Conditions ALL CONTRACTS/TRANSACTIONS ENTERED INTO BY THE BUYER/BIDDER ARISING OUT OF THIS E-AUCTION SHALL BE GOVERNED BY THE INTEGRITY PACT AVAILABLE ON OUR WEBSITE, All payments other than Pre-Bid EMD & MSTC service charge have to be made directly to seller's bank account as given below. Any payment made other than mode mentioned above shall be refunded to the Buyer & they shall be have to resubmit payment as mentioned above. LPC applicable due to wrong payment mode shall be responsibility of the Buyer. DD/PO DRAWN ON CO-OPERATIVE BANKS SHALL NOT BE ACCEPTED. NO ARRANGEMENT INSTRUMENT WHERE MORE THAN ONE BANK IS INVOLVED WILL BE ACCEPTED. NEW METHOD OF PRE BID PAYMENT PRE BID REQUIREMENT : (1) For Participation in this auction the prospective bidders must submit Pre Bid EMD amount as given above with MSTC using the "PAY PRE-BID EMD" Link inside their MSTC Login Home Page only PRE BID EMD PAYMENT PROCEDURE : -> Click on "PAY PRE-BID EMD" Link given inside your MSTC ecommerce Scrap e-Auction Login Home Page. -> Enter the required PRE-BID amount as mentioned in auction catalog against Lots / auction. -> Click on Proceed to Payment -> Fill the bank details of Saving/Current/OD account which is in Company's Name. -> Print RTGS Mandate Form and transfer the amount. Pre-Bid EMD must be paid by the bidder (NEFT/RTGS) using the "PAY PRE-BID EMD" link only. DO NOT PAY PRE-BID EMD BY "E-PAYMENT" LINK OR DD/PO. Refund to Bidder as per their online request will also be processed from MSTC, Head Office, Kolkata on the next working day using the "EMD REFUND REQUEST" link which shall be active only between 6:00 a.m. to 12:05 p.m. one day after close of e- Auction. This amount can be used as Pre-Bid EMD only & can not be used for any other purpose. Pre Bid EMD paid through any other method shall subsequently be refunded without activating the bidder and the bidder shall not be able to participate in e-A. e-Payment & RTGS/NEFT Payment Link available in Buyer's Login: The parties opting for this mode may please note that the transactions made through this mode will be reflected in MSTC's account in T+1 days (Transaction + 1). Hence, they should make the payment well in advance so that it gets reflected in MSTC's account on or before due date. ADDITIONAL TERMS & CONDITION : (1) PAYMENT TERMS : (a) Buyer has also to submit the Post Bid EMD @ 15% of the quoted material value of the total quantity. EMD/SD will be adjusted against Balance Sale Value. If party fails to pay and lift the quantity then the EMD/SD will be forfeited. (b) All material sold from OPaL shall be liable for Cutom Duty payment over and above the quoted rates. The applicable rate of custom Duty shown above are indicative and the actual rate shall be intimated by OPaL only after finalization of sale. GST at the indicated rates shall be applicable on the subtotal of Quoted Rate + Custom Duty. The Buyer has to pay material value + Custom Duty + GST to OPaL and OPaL shall get it cleared from Customs from their SEZ Login on behalf of the buyer. (2) The Validity of the Bids shall be 60 days from the date of close of e-Auction. (3) Delivery of materials has to be completed within 30 days from the date of balance payment/full payment made by the bidder to OPAL ( in case balance payment is made within the stipulated timelines as given in Acceptance Letter and for full payment, the timeline is 17 days from the e-auction date ). (4) Extension of last date of payment and delivery may not be granted and OPaL reserves right s in that respect. (5) The buyer will have to fulfill the relevant provisions of safety
