TRANSITION, PIPE LAYING / INSTALLATION
Laying/ installation of coated line pipe as per specifications, drawings, other provisions of Contract and instructions of Engineer-in-Charge of the sizes mentioned herein, including but not limited to carrying out the following: "Receiving and taking-over", handling, loading , transportation and unloading of Owner supplied externally corrosion coated line pipes from Owner designated place(s) of issue to Contractor's own stock-yard(s)/ workshop(s)/ work-site(s) including stringing of the pipeline Right-of-Use (ROU); Arrangement of all additional land required for Contractor's storage, fabrication, access for construction (other than Owner provided ROU/ROW); supply of all materials (except Owner supplied materials), consumables, equipment, labour, etc. and other incidental works; carrying out all temporary and auxiliary works required to make the pipeline ready for pre-commissioning; Staking and installation of temporary construction markers, clearing, grubbing, grading (as required) of Right of Use; Counting the number and type of trees cut in presence of concerned authorities and keeping record thereof; shifting of all obstruction within the ROU / pipeline route alignment viz. electrical line / pole, telephone line (poles), foreign pipeline; coordination with concerned authorities.Trenching to all depths and to a width in all type of soil strata to accommodate the pipeline and/or optical fiber cable/cable conduit during lowering & backfilling as specified in scope document and as per the relevant standards, specifications, etc. by excavation in all types of soils strata; providing depth of padding in trench bed & above and around the pipeline HDPE duct and OFC as required with sand / graded earth approved by Engineer-in Charge; Carrying out repairs of pipe defects/ replacement in case of irreparable defects and repairs of defects of pipe coating not attributable to Owner including defects/ damages occurring during transportation/ handling after taking over from Owner by Contractor ; Thorough internal cleaning of all pipes by suitable methods to remove debris, hots, grits etc. to the satisfaction of Engineer-in- Charge; Stringing of line pipes along ROU including providing straw and sand. Aligning, bending, cutting and bevelling (as required) of pipes for welding and field adjustments, NDT of relevelled area, welding, carrying out non-destructive testing (100%) by AUT/ X-Ray of welds and providing all requisite equipment, labor, supervision, materials, films, consumables, all facilities and personnel to process, develop, examine and interpret radiographs and other tests as required; carrying out repairs of weld joints found defective by Engineer-In- Charge, carrying out re-radiography and other non-destructive tests such as ultrasonic test etc. as required on repaired joints, etc. as mentioned in specification. Supply of coating materials for all field joints (heat shrinkable sleeves) and high build liquid epoxy etc. as per specifications compatible with 3-Layer PE Coating as per tender specifications with prior approval of Engineer-in-charge. Coating of all field weld joints, long radius bends, buried fittings, valves etc.;
Crossing all the foreign pipeline / HT line / cable / any other utilities etc. with necessary concrete / PVC protection including coordination with all agencies. Installation of LR Bend, as per specification wherever required depending on site condition. Supply and Installation of warning mat on the entire length of the pipeline Carrying out cleaning, pigging and hydrostatic testing including air cleaning, flushing, filling, gauging, pressurization of complete pipeline in various test sections as approved by Engineer-In-Charge to the specified test pressure, providing all equipment, pumps, fittings, instruments, dead weight tester, test headers, pressure recorder, all types of pigs etc., and services, supervision, labour, consumables, water including supply of corrosion inhibitor, air, etc. as required, locating of leaks, if any, occured during hydrotesting attributable to contractor either by further sectionalising or any other suitable standard recommended practice with due approval of Engineer-in-Charge and rectification of defects, retesting after rectification, successful completion of hydrotesting of pipeline to acceptance criteria defined in the specifications. (Note : Leak detection, its rectification and successfully re-hydrotesting shall be carried out by Contractor with a view that completion of all activity for successful hydrotesting is notinordinately extended, which will hamper the overall project schedule. Further, no extra payment claim shall be entertained for re-hydrotesting and leak detection if defects foundattributable to Contractor. Repair of defects recorded during EGP/Gauge plate run or otherwise including cutting, bevelling, welding, radiography, field joint coating etc; as applicable, ROU management as required for ensuring hindrance-free construction works at site; Obtaining work permits/ NOC from various statutory authorities having jurisdiction, before and after execution of the work, and complying with all stipulation/conditions/recommendation of the authorities before and after execution of the work Carrying out all temporary, ancillary, auxiliary works and all incidental works required to make the pipeline ready for pre-commissioning;
Complete work for Duct (2 Nos.), testing after completion of laying of HDPE Duct pipe, laying/ blowing & testing of OFC in both the ducts, supply of all materials , consumables, labour and other incidental works; carrying out all temporary, ancillary, auxiliary works required for duct integrity testing as per drawings, specifications, scope of work indicated in SCC and other provisions of Contract document and instructions of EIC. Installation of 40mm OD,permanently lubricated HDPE Telecom ducts, in same pipeline trench direct buried in all type of soil & terrain, all work as defined in mainline work, padding, backfilling, supply & laying of common warning mat (as provided for main pipeline),cleaning and sealing of ducts at the end of laid lengths, jointing (wherever deemed necessary by EIC) of HDPE conduit, installation of Joint Closures in joint pit, splicing/ Jointing of OFC as per the requirement and as per the direction of EIC, installation of erection accessories (HDPE accessories required including Plastic Couplers, End Plugs, Cable Sealing Plugs, End Caps, etc suitable & sufficient for supplied Duct.),testing of laid permanently lubricated HDPE ducts, rectification / modification if required, cleaning and sealing of ducts at the end of laid lengths, preparation of report all complete as per specifications provided in the bid document & as per
direction of EIC. For payment purpose running transition pipe laying / installation shall be considered. Jointing of HDPE Ducts shall be avoided as much as possible. All activities pertaining to Blowing / Laying of optical fiber cable in the laid 40 mm HDPE telecom duct (after testing of OFC drum at site), Blowing/Laying of OFC cable to be done in both the ducts, testing of OFC before Blowing/laying, cable sealing etc. using all materials required complete as per specifications and drawing provided in the bid document & as per direction of EIC. (spare loop of 10 Meter at Blowing Pit, 20 Meter at Jointing Pit shall be provided- No payments for laying shall be made for these spare loops). The Optical Fibre Cable shall be free issue to the contractor. OTDR Test of the laid OFC, end to end Power Testing of laid OFC, Identification of the fault, Rectification, preparation of reports, reconciliation of free issued OFC etc., all testing reports in the format provided in the tender, CD of all fibre OTDR traces, work complete n all respect with all necessary accessories for all location, final acceptance / Handing over of the same to GAIL and as per the direction of Engineers in charge, as per specification & contract agreement. For Testing details, Refer Scope of Work. Final clean-up and restoration of right of use including obtaining NOC from respective land owner / farmers and statutory authorities as required and disposal of debris, as directed by Engineer-In-Charge;

Installation of carrier pipe of size 30" NB, 15.9 mm wall thickness, 3LPE Coated Carbon Steel Pipeline API 5L Gr. X- 70 and HDPE Duct for OFC by HDD . For Crossing of Canal Crossing along with adjacent road / drain / ponds, etc. Notes:
(i) Crossing indicated in the bid document is tentative. Crossing width may vary as per site condition. Bidders are advised to visit the site before quoting, for actual assessment of extent of crossing, quantum of work, site condition, soil strata and to assess the extent of cover which may have to be provided. Actual string length for HDD shall be as per design calculations so that pipe is not under stress as permitted by codes/ specifications. Final length of string shall be decided after decision of minimum cover requirement by concerned Authority/ Engineer-in-charge.
(ii) The Bidder has to quote for crossing alongwith HDPE Duct. It is sole discretion of the Contractor to do HDD crossing of mainline pipe as well as HDPE Duct pipe either by suitabily strapping together both the carrier pipe & HDPE Duct and pulled through the same drill hole or making separate HDD for HDPE Duct for OFC laying at minimum 3m distance apart from centreline of HDD of mainline either side. No separate payment for HDD for HDPE Duct shall be paid in any of the two cases. (iii) Payment shall be made only for the length of final tied-in carrier pipeline string with mainline and the payment for same item rate is inclusive of blowing of OFC inside 2 nos. HDPE duct, which is laid by HDD method and no separate payments shall be made under any other clause mentioned elsewhere.
(iv) Geo-technical investigation report to the extent available is attached with the tender document. Contractor shall verify the authenticity of the data provided during execution and carry out additional geotechnical investigation without any cost and time implication. The contractor shall submit design calculation and all construction (profile) drawings, survey data for GAIL / PMC approval. Work shall start only after approval of the above
(v) Contractor shall not be entilted for any extra payment due to change of strata, location / area constraint, higher capacity of rig, etc. (vi) Preparation of pipeline string including welding, coating and pre-testing of carrier pipe and making the pipeline ready for installation by HDD method are exclusive of above SOR item and their payment shall be made under other SOR item mentioned elsewhere. (vii) Based on the soil starta, if bidder / contractor feels requirement of any additional protective coating over and above 3LPE coated pipe/ joint coating for successful pulling / execution of HDD, the same shall be supplied and installed by the contractor after due approval by EIC without any additional cost to company and cost for the same is deemed to be included in above quoted rate. (viii) 3LPE coated Line pipe, HDPE Duct and OFC cable will be supplied as free issue material to contractor.
(ix) Transportation of Free issue materials from Owner's designated store is covered elsewhere and deemed to be excluded from above quoted rate.

Then Contractor can demobilize from site with all equipment's, machinery, manpower etc. after taking permission from GAIL EIC. "Receiving and taking-over" as defined in the specification, handling, loading, transportation and unloading of Owner supplied externally corrosion coated line pipes and other Owner supplied materials from Owner's designated place(s) of issue/ dump site(s) to Contractor's own stock-yard(s)/ Work Shop(s)/ work-site(s) including stringing of line pipes on the desired alignment required for pulling of pipeline string during HDD operation, preparation of pipeline string of coated linepipe, associated fittings and accessories, etc. of sizes given below, including executing all works; arrangement of all additional land or working space required for string prepartion / during pulling (if required), Contractor's storage, fabrication, access for construction; supply of all materials (except Owner supplied materials), consumables, labour and other incidental works; return of the surplus pipes to the Owner's designated stockyard(s); carrying out all temporary, ancillary, auxiliary works required to make the pipeline ready for insertion by HDD method as per drawings, specifications, scope of work indicated in SCC and other provisions of Contract document and instructions of Owner, including but not limited to carrying out the following works: For pipeline construction purposes, acquiring the land/ working space required for String preparation/during pulling (if required), Contractor's for storage, fabrication, site preparation, and also additional work space, if required, for laying and installation of HDD is in contractor#s scope. Development of temporary approach access to work site for transportation of pipes and other construction equipments is also in contractor#s scope. Opening of existing ROU is in the scope of Contractor.
Carrying out repairs of pipe defects/ replacement in case of irreparable defects and repairs of defects of pipe coating not attributable to Owner including defects/ damages occurring during transportation/ handling after taking over from Owner by Contractor including management of their own dump site, if required. Stringing of line pipes along the desired & approved alignment required for pulling of pipeline string during HDD operation including providing straw/ sand/ soft soil bags, soft padding/ sand padding. Aligning, bending, cutting and bevelling (as required) of pipes for welding and field adjustments, welding, carrying out destructive/ non destructive testing of welds as required as per specification including 100% radiography by X-Ray and providng all requisite equipment, labour, supervision, materials, films, consumables all facilities and personnel to process, develop, examine and interpret radiographs and other tests, as required, carrying out repairs of weld joints found defective by Owner, carrying out re-radiography and other tests such as ultrasonic etc. as required on repaired joints etc. as mentioned in SCC & scope of work.
Supply of special type "Dirax" or equivalent heat shrink sleeves coating materials for all field joints including special type coating repair patch material PERP - 80 or equivalent as per specifications compatible with 3-Layer PE Coating as per tender specifications with prior approval of Owner. Coating of all field weld joints. Carrying out cleaning through gauging, water filling, pre-hydrotesting, of complete pipeline in one section/ test sections as approved by Owner to specified test pressure (1.5 times of the design pressure) for minimum 6 (six) hours holding period; providing all equipment, pumps, test headers, fittings, pressure & temperature instruments etc., and services, supervision, labour, consumables, water, air, etc. as required; detection of leaks, if any occurred during pre-hydrotesting, attributable to Contractor and rectification of defects, re-testing after rectification with due approval of Owner, successful completion of pre-hydrotesting including dewatering of pipeline to acceptance criteria defined in the specifications.
(Note: Leak detection, its rectification and successfully re-hydrotesting shall be carried out by Contractor with a view that completion of all activity for successful pre-hydrotesting is not inordinately extended, which will hamper the overall project schedule. Further, no extra payment claim shall be entertained for re-hydrotesting, leak detection and their rectifications if defects found attributable to Contractor.) Final clean-up and restoration of additional land / right of use / corridor including obtaining NOC from respective land owners & statutory authorities if required, and disposal of debris and returning surplus material to Owner's designated disposal area(s)/ stockyard(s) as directed by Owner.
All welded joints of pipeline string shall be 100% radiographically tested by X-ray. Complete work for Installation of natural gas carrier pipeline of size 30" NB, 15.9 mm wall thick, API 5L Gr. X- 70 & HDPE duct pipe for OFC across Canal Crossing at CH 118.00 KM by HDD method (between the limits as defined in drawing - detailed construction drawings shall be prepared by the contractor duly approved by GAIL/LEPL) including design calculation, detail execution philosophy, detail engineering as per specification, approved procedures & applicable approved drawings. The job includes execution of the complete crossing and associated works, but not limit to following works in accordance with specifications, scope of work and instructions of EIC and as per provision of Contract document.
Mobilization & demobilization as per contractor's scope of supply of all materials and consumables, HDD machines & other associated equipment, manpower and other resources to work site including handling, loading, unloading, aligning, etc. Acquiring the required land by Contractor for storage, fabrication, site preparation and develop temporary approach access to work site for transportation of pipes and other construction equipment's etc. for execution of
the works. Geotechnical survey data for Bore Hole is enclosed in bid document to the extent available. However, GAIL/LEPL shall not be held responsible for the change of strata if found to be variable. Bidder/Contractor shall carry out Geotechnical Investigation (at least 03 Boreholes of minimum 10 m depth # 01 Nos. of BH in the Canal Bed & 01 Nos. of BH on each bank) at its own cost to design & construction of crossing, engineering & design calculation, preparation of all necessary construction drawing duly approved by owner / concerned authority. Work/construction permit for Canal crossing as well as utility crossings (if any) encountered during Canal crossing prior to start the execution work from respective concerned authority / Engineer In Charge. Drilling to the required depth including maintenance of drill hole in all types of soil strata, all depth to accommodate the pipeline and strapping of HDPE conduit with main pipeline for laying / blowing of OFC cables at all conditions of the Canal crossings at all elevations by HDD method. Installation of the proposed pipeline along with strapping of HDPE conduit with main pipeline at a minimum depth of 5 m below the existing Canal Bed Level or as desired by concerned authority or as per instruction of EIC (whichever is more/stringent) by HDD method to the correct profile as per approved drawings. Carrying out cleaning, gauging and post installation hydrostatic testing of complete pipeline section laid by HDD method as approved by Owner to specified test pressure (1.5 times the design pressure, not exceeding 95% of SMYS at any location) for minimum 24 hours holding period; providing all equipment, pumps, test headers, fittings, instruments, dead weight tester, pressure recorder, etc., and services, supervision, labour, consumables, water including supply
of corrosion inhibitor, air, etc. as required for successful completion of hydrotesting of pipeline to acceptance criteria defined in the specifications; complete dewatering, swabbing and drying of the pipeline. Carrying out Coating Integrity Test (CIT) after completion of HDD section pulling Supply and providing end cap at both ends Hook up with existing pipeline at both banks through Cold field bends/LR bends as per specifications, codes, approved drawings, calculations, methods and as directed by Engineer-in-charge and provision of contract document. (Payment for Hook up with existing 30" Dahej-Uran Pipeline section shall be paid separately as per relevant SOR item covered elsewhere.)
Backfilling of the ditch / trench including restoration, clean-up of area, disposal of drilling fluid & waste, etc. to the satisfaction of Owner / Concerned Authority and getting NOC from concerned authority. Complete work for Duct (2 Nos.), testing after completion of laying HDPE conduit pipe, laying/ blowing & testing of OFC in both the ducts, supply of all materials , consumables, labour and other incidental works; carrying out all temporary, ancillary, auxiliary works required for duct integrity testing as per drawings, specifications, scope of work indicated in SCC and other provisions of Contract document and instructions of EIC.
Installation of 40mm OD,permanently lubricated HDPE Telecom ducts (2 Runs), in HDD section in all type of soil & terrain, excavation & work for HDD as required, cleaning and sealing of ducts at the end of laid lengths, jointing(wherever deemed necessary by EIC) of HDPE conduit, supply and installation of blowing/ jointing pits at each ends of HDD, installation of Joint Closures in joint pit, splicing/ Jointing of OFC as per the requirement and as per the direction of EIC, installation of electronic markers in jointing pits, installation of erection accessories (HDPE accessories required including Plastic Couplers, End Plugs, Cable Sealing Plugs, End Caps, etc suitable & sufficient for supplied Duct.),Testing of laid permanently lubricated HDPE ducts, rectification / modification if required, cleaning and sealing of ducts at the end of laid lengths,preparation of report all complete as per specifications provided in the bid document & as per direction of EIC. Drawings and documentation as per specification & contract agreement. For payment purpose running HDD length (for both duct) shall be considered. Jointing of HDPE Ducts shall be avoided as much as possible. The HDPE duct shall be installed with OFC laid in it.
All activities pertaining to Blowing / Laying of optical fiber cable in each of the laid 40 mm HDPE telecom duct (after testing of OFC drum at site), Blowing/Laying of OFC cable to be done in both the ducts installed, testing of OFC before Blowing/laying, cable sealing etc. using all materials required complete as per specifications and drawing provided in the bid document & as per direction of EIC. (spare loop of 10 Meter at Blowing Pit, 20 Meter at Jointing Pit shall be provided- No payments for laying shall be made for these spare loops). The Optical Fibre Cable shall be free issue to the contractor. OTDR Test of the laid OFC, end to end Power Testing of laid OFC, Identification of the fault, Rectification, preparation of reports, reconciliation of free issued OFC etc., all testing reports in the format provided in the tender, CD of all fibre OTDR traces, work complete in all respect with all necessary accessories for all location, final acceptance / Handing over of the same to GAIL and as per the direction of Engineers in charge, as per specification & contract agreement. For Testing details, Refer Scope of Work. Preparation of as built drawings, pipe-book, as built drawings and other records as specified in the specifications duly approved by Owner.

Repair of Holiday in 3-Layer PE Coating
Supply of all coating repair materials as per specification to be compatible with line pipe coating material and as per the requirements of the relevant specifications, supply of all consumables, utilities, equipment, and all manpower required, pipe cleaning and surface preparation repairing of coating defects (resulting in holiday in coating) and testing including all handling, transportation, etc. for line pipes, performing all works necessary for the completion of the works strictly in accordance with the relevant specification and instructions of Owner. This rate shall be applicable per sq. cm of the exposed steel area.
