Short Term Consultancy (stc) –quality Assurance For Malaria And Technical Support To National Malaria Control Programme In Cambodia
Description
Background Who Has Been Supporting Countries In Strengthening Its Malaria Diagnosis Capacity Including Through Review And Update Of National Qa System For Malaria Microscopy, Training And Assessment Of Malaria Microscopists And Assessment Of Malaria Laboratories Through Panel Testing. In 2018, A New Operational Manual For The Quality Assurance Of Malaria Diagnosis Has Been Developed By Cambodia’s National Center For Parasitology, Entomology And Malaria Control (cnm) With Support From Who. The Operational Manual Outlines How Cambodia Will Organize A Network Of Malaria Laboratories For Prompt And Accurate Diagnosis Of Malaria Either Through Microscopy Or Malaria Rapid Diagnostic Tests (rdt). The Manual Will Also Define A System On How Providers Of Malaria Diagnostic Services Can Improve And Ensure The Quality Of Its Services Through Conduct Of Regular Trainings, Monitoring & Supervision, Internal Qa Activities And A System Of Slide Cross-checking And Validation To Ensure Competency Of Microscopists. A National Core Group Of Microscopists From The National Reference Laboratory In Cnm Will Also Be Outlined Including Their Roles And Responsibilities In Implementing Activities. This Year, Cnm Has Requested Who’s Assistance For The Implementation Of Activities Funded By Global Fund And Usaid/pmi Based On New Standard Operating Procedures For Monitoring & Supervision And Slide Validation In Referral Hospitals. In Addition, Cnm Will Require Technical Support To Operate Standard Curriculum On Malaria Microscopy Refresher Trainings. Purpose And Description Of Activities To Be Carried Out To Strengthen National Malaria Program’s Capacity To Implement Newly Redesigned Quality Assurance System For Malaria Diagnosis Including National Competency Assessments And Refresher Trainings For Malaria Microscopists, Monitoring & Supervision And Slide Cross-checking/validation For Referral Hospital Laboratories. Review Of Quality Control Activities For Malaria Rdts 30 November - 11 December 2020 3. review And Finalize Qa Manual And Sops With Cnm Laboratory Staff (ready For Khmer Translation) 14 - 18 December 2020 4. Develop 2020 Planning Of Activities Funded By Gf Raie 21 - 22 December 2020 5. Create System To Gather And Store Reports And Other Documentations On Malaria Microscopy Qa Activities 28 - 31 December 2020 6. Conduct Training On Malaria Rdt Qa/qc For Cnm And Provincial Staff 4 January – 27 February 2021 7. Support To Provincial Referral Hospitals (prh) To Perform Quarterly Supervision Of District Referral Hospitals (drh) 8. support To Cross-checking Of Slides From Drh And Prh To Cnm Laboratory 1 March – 26 March 2021 9. support To Semester Supervision Of Nrh And Prh By Cnm Laboratory Unit 10. support To National Competency Assessment Of Malaria Microscopists (ncamm) 11. support To Refresher Trainings According To Ncamm Results Description Of Activities To Be Carried Out Terms Of Reference: Under The Supervision Of Dr Luciano Tuseo (scientist/who Cambodia) And Jean Olivier Guintran (medical Officer/who Cambodia) And In Close Coordination With Mtd Unit In Wpro, The Consultant Will Perform The Following Activities In Collaboration With The Director Of Cnm Laboratory: 1-review & Finalize New Qa Manual And Sops (including Forms And Checklists) With Cnm Laboratory Staff (ready For Khmer Translation) And Assign Roles And Responsibilities 2- Create A System (data Repository) To Store Reports And Relevant Documentations And Information Related To Microscopy Including: • Development Of Templates For Each Type Of Report • List Of Health Facilities Providing Microscopy Services • List Of Active Microscopists With Profile (location, Trainings, Certification) • Reports On Supervision, Slide Cross-checking, Trainings And Assessments (ecamm/ncamm) Conducted • Management Of National Malaria Slide Bank (lending And Use Of Reference Slides) 3-develop In-country Qc Procedures Of Rdts Appropriate To Local Setting Including Protocol For Lot Testing At Ritm. • Conduct 1 Training On Qa/qc Of Rdt For Cnm 4- Develop 2020-21 Planning Of Following Activities Funded By Gf Raie Including Timelines And Budget: • Quarterly Supervision Of District Referral Hospitals (drh) By Provincial Referral Hospitals (prh) • Cross-checking Of Slides By Cnm And Prh Laboratories • Semester Supervision Of National Referral Hospitals (nrh) And Provincial Referral Hospitals (prh) • National Competency Assessment Of Malaria Microscopists (ncamm) • Refresher Trainings For 20 Microscopists Each According To Ncamm Results 5- Support Organisation, Supervise And Facilitate 7 Provincial Referral Hospitals (prh) To Perform Quarterly Supervision Of 12 District Referral Hospitals (drh) With Panel Testing 6- Support Organisation, Supervise And Facilitate Cross-checking Of Slides (including Shipping/transfer Of Slides From Drh And Prh To Cnm Laboratory) 7- Support Cnm Laboratory Unit To Perform Semester Supervision Of National Referral Hospitals (nrh) And 7 Provincial Referral Hospitals (prh) With Panel Testing 8- Support Organisation, Supervise And Facilitate 3 National Competency Assessment Of Malaria Microscopists (ncamm) With 12 Participants Each 9- Support Organisation, Supervise And Facilitate 2 Refresher Trainings For 20 Microscopists Each According To Ncamm Results Methods To Carry Out The Activity And List Of Outputs Under Supervision And Guidance Of Who, Consultant Will Interact With Cnm Laboratory Director And Staff. Series Of Trainings Will Be Arranged With Relevant Cnm Laboratory Staff. Consultant Will Take The Lead In Conducting/facilitating These Working Sessions With Who Staff As Co-facilitators. Consultant Will Finalize The Outputs, If Needed, After Each Session.
