Consultant – Evaluation Open New Window & Background The Who Evaluation Policy Was Approved By The Executive Board At Its 143rd Session.  In Order To Implement The Said Policy, A Regional Evaluation Officer Will Be Recruited To Facilitate The Development And Implementation Of Regional And Country Evaluation Plans, Management Of Plans And Budgets To Successful Completion To Ensure That All Evaluations Are Relevant, Timely, Credible And Useful, Among Other Functions.  In Addition To The Regional Evaluation Officer, It Is Proposed That A Consultant Be Contracted To Provide Technical Support To The Evaluation Function In The Regional Office.   Purpose/specific Objective Of The Activity The Position Will Support The Evaluation Function And Implementation Of The Who Evaluation Policy (2018) In The Regional Office For The Western Pacific And Participation In The Planning, Conduct, Management And Reporting Of Decentralized Evaluations.   Methods To Carry Out The Activity The Work Will Be Performed At The Regional Office Under The Executive Officer, Office Of The Director For Programme Management, And Overall Guidance And Direction Of The Director, Programme Management. The Incumbent Will Work At The Regional Office And Will Require Daily Interaction With Several Technical Units Of The Division And The Country Offices In The Western Pacific Region.  Output 1: Technical Support And Inputs In The Independent Strategic Evaluation Of Who Contributions At Country Level: Country Strategy Evaluations (cses) Deliverable 1.1: Support The Development And Implementation Of Regional And Country Evaluation Work-plans. Deliverable 1.2: Support Responsible Officers To Manage These Plans And Budgets To Successful Completion So That All Evaluations Are Relevant, Timely, Credible And Useful. Deliverable 1.3: Based On Request, Conduct Evaluation-related Work And Also Support Evaluations Carried Out By External Evaluation Teams. Output 2: Technical Support And Inputs For Designing And Implementing Other Evaluation-related Work Deliverable 2.1: Provide Support On Corporate Evaluations Managed By The Who Evaluation Office, Through Facilitation Of Data Collection In The Region And Conduct Of Decentralized Evaluations Through The Ongoing Implementation Of The Framework On Decentralized Evaluation In Who. Deliverable: 2.2: Support Organizing Meetings, Workshops And Other Discussions On Evaluation Results And Contribute To Evaluation Capacity Development In The Region, Through Briefings, Trainings, Workshops And Other Platforms. Deliverable 2.3: Develop Material To Promote Transparent And Effective Communication Of Who's Evaluation Work And Findings In Support Of Organizational Learning, Including Preparation Of An Annual Progress Report To The Regional Committee On Evaluative Activities Of The Region. Output 3: To Provide Assistance And Perform Other Tasks As Required.   Qualifications & Experience Education Essential:  university Degree In Public Health, Social Or Natural Sciences, International Development, Epidemiology Or Economics. Desirable:  professional Evaluation Qualification. Postgraduate Degree In One Of Above Fields. Experience Essential:   Minimum Five Years Of Professional And Progressive Experience With International Exposure In:  (a)  Planning, Conducting And Managing Mixed-method Evaluations And/or Reviews Of Programmes, Thematic Topics, Policies, Projects And Other Initiatives That Are Of High Credibility And Utility; (b)  Managing External Evaluation Teams In The Conduct Of These Evaluations; (c)  Managing The Process Of Ensuring Stakeholders' Positive And Constructive Engagement In, And Receptivity To, Evaluations; And (d)  Undertaking Knowledge Management To Ensure Dissemination And Uptake.
