Background On 31 December 2019, Who Was Informed Of Cases Of Pneumonia Of Unknown Cause Detected In Wuhan City, Hubei Province Of China. The Pathogen Was Subsequently Identified As A Novel Coronavirus And Cases Have Now Been Detected Across The World. The Disease Is Now Known As Covid-19. There Is A High Degree Of Interest From Other Member States, The Press And The Public. Strategic Communication – Including Both Leadership And Risk Communication – Is An Important Part Of The Existing Response And Needs To Be Scaled Up Dramatically. In The Western Pacific Region, The Asia Pacific Strategy For Emerging Diseases And Public Health Emergencies (apsed Iii) Is A Common Strategic Framework Guiding The Joint Action Of Member States, Who And Partners To Advance Implementation Of The International Health Regulations (2005). Through Strengthening The Core Capacities Required Under The Ihr (2005), Including Risk Communication, Countries Can Save Lives And Protect Health During Outbreaks And Health Emergencies Such As The Current Cases Of Pneumonia Of Unknown Aetiology In China. Risk Communication Is One Of Eight Focus Areas Under Apsed Iii.   Purpose And Description Of Activities To Be Carried Out This Consultancy Will Support Who Cambodia And The Ministry Of Health Of Cambodia With The Risk Communication And Community Engagement Response To Covid-19.   Description Of Activities To Be Carried Out • Support The Ministry Of Health And Country Office With Risk Communication, Including For Covid-19 Vaccines • Support Whe Cambodia Colleagues And Moh Focal Points In Development And Implementation Of Community Engagement Approaches In Cambodia For Surveillance, Risk Communication And Health Systems Response • Build Capacity Of Whe Cambodia Colleagues And Moh Focal Points On Risk Communication And Community Engagement  Timeline/duration Of Assignment 1 May To 30 November 2021   Deliverable(s) To Be Submitted During And After The Period Of The Assignment Including Manner Of Delivery And Payment Output/s Output 1: Support The Ministry Of Heath And Country Office With Risk Communication, Including For Covid-19 Vaccines • Advise And Assist Moh In Strengthening Risk Communication Strategy And Planning, Focussing On Covid-19 Aligned With Apsed Iii • Share Risk Communication Materials, Guidance And Information From Wpro And Hq With The Who Ims And With Moh, And Ensure Translation Of Materials As Needed • Advise Moh Focal Points On The Development Of Risk Communication Messaging And Materials, Adapted To The Cambodian Context, In Line With Who Global And Regional Guidance, Particularly For Vaccines • Support Moh To Coordinate With Risk Communication Partner Organizations To Share Information, Exchange Ideas And Data, Ensure Consistency Of Messaging And Materials, And Collaborate On Projects Through Regular Meetings And Webinars • Engage With Development Partners To Facilitate Support For Clearly Identified And Prioritized Risk Communications Needs Output 2: Support Whe Cambodia Colleagues And Moh Focal Points In Development And Implementation Of Community Engagement Approaches In Cambodia For Surveillance, Risk Communication And Health Systems Response • Work With Moh To Design And Deliver Innovative Capacity Building Activities For Enhanced Community Engagement At All Peripheral Levels And Ensure Feedback Mechanisms Are In Place, With Findings Being Assimilated Into Community And Social Listening Systems • Develop Mechanisms And Advice On Approaches For Local Preparedness Activities At The Sub-national Level To Support Close Working Arrangements Between Health Centres And Community-based Groups Such As Village Health Support Groups (vhsgs) • Work With Who Colleagues And Partners To Share, Map And Build On Existing Community Level Activities And Networks, Including Both Health And Non-health Sector Leaders, Influencers And Other Stakeholders • Facilitate Development Locally Relevant And Contextually Appropriate Community Engagement Materials And Approaches Under The Leadership Of Moh, With The Involvement Of Wpro Colleagues Output 3: Build Capacity Of Whe Cambodia Colleagues And Moh Focal Points On Risk Communication And Community Engagement  • Build The Capacity Of A National Technical Officer To Enable Them To Take Over The Role At The End Of The Consultancy  • Provide Training And Technical Support To Enable Rcce To Be Mainstreamed Across Technical Pillars Of The Response Both Within Whe Cambodia And Moh   Qualifications And Experience Education Advanced University Degree In Communications, Journalism, Public Relations, Public Health, Political Science, International Relations Or A Related Field. Experience Minimum Of Seven Years Of Experience In Strategic Communications Including Experience Of Emergency Communications. The Consultant Should Have Experience Of Working Within The Un System Or With Un Partners. Direct Experience With Who Is Preferred. Skills And Knowledge Knowledge And Skills In Risk Communication.
