Background In The Next Ten To Fifteen Years, Ongoing Changes In Economic Growth, Demography And Social Norms And The Ever-increasing Role Of Digital Technology Will Change The Context In Which Health Care Is Delivered In The Western Pacific Region. These Are Also Expected To Affect The Future Health Needs With An Increase In Chronic Conditions And Noncommunicable Diseases. Primary Health Care Is Vital To Achieving Uhc And For Doing So In A Way That Reduces The Trend Of Escalating Health Expenditure Before It Becomes Unaffordable. It Is Key For Providing People-centred Health Care That Can Address The Increasing Challenges Of Noncommunicable Diseases, Ageing Populations And Reaching Unreached Populations. In The Western Pacific Region, Primary Health Care Is An Increasingly Important Part Of Transformed Health-care Systems To Meet The Challenges Of Today And The Future, Including The Ever-increasing Cost Of Health Care And Overcrowding Of Hospitals. National Health Systems Have Been Put Under Further Pressure By The Covid-19 Pandemic, Which Has Led To Changes To How Health Services Are Accessed And Delivered In Countries Around The World. Evidence Suggests That While In Some Instances, The Pandemic Has Had A Negative Impact On Essential Health Services, In Other Contexts, It Has Led To Great Innovations That Will Transform Systems For The Better If Sustained. This Consultancy Will Draw On Documented Lessons From The Pandemic As Well As Analyses Of Future Health Scenarios To Draft A Framework To Guide Countries In The Region To Transform Their Health Systems And Position Themselves To Achieve The Sustainable Development Goals In Alignment With Global Frameworks And Strategies.   Purpose/specific Objective Of The Activity This Consultancy Will Provide Documentary Support To The Health Policy And Service Design Unit In The Drafting And Finalization Of The Regional Framework On Primary Health Care. This Will Draw On The Various Analytic Works And Evidence Pieces Already Contracted By The Unit As Well As Existing Framework Outline Developed Internally. It Will Also Seek To Adapt Key Elements Of The Global Framework And Strategies Related To Phc And Uhc While Anchored To The Regional White Paper, For The Future.   Description Of Activities To Be Carried Out Under The Oversight And Supervision Of The Technical Officer, Health Systems Strengthening And The Coordinator, Health Policy And Service Design, Division Of Health Systems And Services, The Consultant Will Carry Out The Following Tasks: Activity 1: Prepare And Write A Regional Action Framework On Strengthening Primary Health Care In The Western Pacific Region • Review Background Material And Reports For The Framework; And Prepare Short Summaries As Needed. • Develop An Initial Draft Of The Regional Action Framework Based On The Input Of The Technical Unit And Management Deliverable 1: A Draft Regional Framework On Strengthening Phc As A Foundation For Uhc In The Western Pacific Region. Activity 2: Finalize Regional Framework With Inputs From Who-organised Consultations • Contribute To Preparation Of Relevant Consultations On The Draft Regional Framework. • Collate All Inputs To The Framework And Revise Successive Draft Versions • Finalise The Framework Document Deliverable 2: A Final Version Of The Regional Framework On Strengthening Phc As A Foundation For Uhc In The Western Pacific Region. Activity 3: Prepare Summary Documents Of Regional Framework For The Regional Committee Meeting • Prepare A Draft Summary For The Regional Framework To Serve As Working Document For The Regional Committee Meeting • Draft Other Relevant Documents For The Regional Committee As Requested By The Technical Supervisor Deliverable 3: Working Documents Related To The Regional Framework On Phc For The Regional Committee   Methods To Carry Out The Activity Review Of Global And Regional Frameworks Or Strategies Related To Primary Health Care And Universal Health Coverage. Documentation And Development Of Content Based On Reviewed Materials, Brainstorming And Strategy Sessions And Other Relevant Consultations Within Who.
