Background The Western Pacific Region Of The Who Incorporates A Diverse Group Of Countries With Different Cultural, Political, Social And Economic Backgrounds. The Western Pacific Regional Office (wpro) Of The Who Has Been Supporting Member States Various Responses To Covid-19 During 2020. As Part Of This Work, In April And May 2020, Wpro Stood Up Four Agile Futures Think Tanks, Running Over 2 -3 Weeks, And Looking At The Future Through Different Lenses. The Groups Involved 8-10 Who Staff And External Experts Looking At The Impact Of The Current Pandemic On The Future Through The Lens Of Equity, Ethics And Human Rights, Impacts Of Npis, And Non Covid-19 Mortality.  A Fifth Group Of Economic Impacts And A Historic Pandemic Think Tank Were Also Convened. A New Think Tank Will Continue This Work And Explore Vulnerabilities That May Impact On Individual States Or The Region As A Whole. This Terms Of Reference (tor) Relates To Remote Work To Support This New Vulnerabilities Think Tank. Given The Rapidly Evolving Covid-19 Response, The Consultant Is Expected To Have High Flexibility To Respond To Remote Work. The Consultant Will Work With The Strategic Dialogue (dia) Unit, Division Of Data, Strategy And Innovation (dsi) Under The Supervision Of The Coordinator Dia. Purpose To Support Who Wpro’s Overall Internal Awareness Of Systems Vulnerabilities Across The Region. Of The Assignment As Part Of The Preliminary Work Of The Vulnerabilities Think Tank, A Consultancy Will Be Commissioned To Perform Two Assignments That Will Inform The Design And May Support Discussion Within Planned Workshops. Literature Review A Literature Review, Approximately 5000-6000 Words, That Explores Current Academic Literature On Social, Political, Economic And Environmental Vulnerability In The Region. The Review May Be Designed By Subregions Or By Theme Or Another Logical Method But Should Be Comprehensive And Representative Of The Wpr As A Whole And The Countries Therein. The Review Should Capture Key Scholarly Debates On The Topic Of Vulnerability, Resilience, Fragility Of States And Systems. This Should Explore But Not Be Limited To Fragility During Crises, Conflict Or Disaster. In Addition To This Literature Review, A One-page Summary Of Key Findings Should Be Provided. Baseline Study Develop A Baseline Of Known Vulnerabilities Of Western Pacific States And Territories, Informed By The Literature Review And Other Scholarly And Grey Literature. This Will Include But Not Be Limited To An Aggregation Of Established Indices Such As The Fragile States Index, Social Progress Index, Global Peace Index, Asia Power Index, Global Diplomacy Index, Human Freedom Index, Corruption Perception Index. The Consultant Will Be In Charge Of Designing An Appropriate And Approved Method For A Baseline Of Vulnerabilities In The Region. This Should Be Simple But Effectively Visualised.   Qualifications And Experience Education/qualifications Phd In International Relations, Political Science, Crisis Management Or Other Relevant Degree In Social Sciences. Experience At Least Seven Years’ Experience Conducting Research, Research Methods, Including Some Experience Within An International Context. Experience In Quantitative Analysis And Evaluation Of  vulnerabilities, Complex Systems, International Relations, Or Political Science Will Be Viewed Positively. Candidates With Both Academic Expertise And Field Experience In Fragile Contexts Will Be Viewed Most Favourably. Strong Knowledge Of The Western Pacific Region, Including In At Least Two Of Its Sub-regions (pacific/oceania, Southeast Asia, East Asia). Technical Skills And Knowledge Excellent Report Writing Skills. Excellent Knowledge Of The Dynamics Of International Relations In The Western Pacific Region, Southeast Asia, And/or Asia-pacific. Excellent People And Communication Skills (oral And Written). Ability To Work Effectively And Deliver Outputs In A Timely Manner. Languages Excellent Knowledge Of Spoken And Written English Is Essential.
