Coordination And Technical Support For Implementation Of Climate Change And Health Project In Kiribati Open New Window & Purpose Of The Consultancy Within The Context Of The Climate Change, The Environment, And Health (cce) Thematic Priority Of For The Future: Towards The Healthiest And Safest Region, And Guided By The Pacific Islands Action Plan On Climate Change And Health, Who Cooperation Strategy And The Who’s General Programme Of Work (gpw), The Purpose Of This Work Is To Provide The Technical And Scientific Support On Climate Change And Environmental Health For The Who Office In Kiribati In Coordination With The Team Coordinator, Pacific Climate Change And Environment (pce), Division Of Pacific Technical Support, Who-wpro. More Specifically, The Incumbent Will Coordinate, And Provide Guidance On The Implementation Climate Change And Environmental Health Projects In Kiribati To Be Aligned To The Pillars Of The Cce Thematic Priority The Wpro Framework For Action On Health And Environment On A Changing Planet, And The Pacific Islands Action Plan On Climate Change And Health. The Purpose Of The Work Is To Support In The Following Tasks: Coordination And Technical Support For The Preparation And Implementation Of The Climate Change And Health Project In Kiribati: The Koica-funded Project, Making Health Adaptation For The Future Resilient Islands – Kiribati Outer Islands Climate Health Action (te-mamauri Koica) Background Kiribati Is One Of The Most Vulnerable Countries In The World To The Health Impacts Of Climate Variability And Change. Climate Change Threatens Not Only The Health And Well-being Of The Nation But Its Very Existence. The Combination Of Exposure To Climatic Hazards, Limited Capacity Of The Health System, Including Inadequate Basic Infrastructure Such As Communication, Water And Sanitation And Electricity, Human Resources, And Supplies, As Well As Communities That Are Remote And Hard To Reach Provide Significant Challenges In Reducing Climate Change-related Morbidity And Mortality. Without Substantial And Proactive Investment In Adaptation In The Health Sector And Community-levels, The Current And Projected Climatic Changes Will Result In Increased Health Risks Through Direct And Indirect Pathways. The Who Country Liaison Office In Kiribati Is Part Of The Division Of Pacific Technical Support (dps), A Decentralised Division Of The Western Pacific Region Established To Coordinate The Provision Of Technical Support For The Countries And Areas Of The Pacific Islands. The Who Country Liaison Office For Kiribati Is The Centre Of The Secretariat’s Mechanism For Delivering Its Technical Cooperation. The Goal Of Who’s Country Presence Is To Enable The Entire Organisation To Support Kiribati In Reaching Its Health Goals And Contributing To Global And Regional Public Health Action. Coordination And Technical Support For Implementation Of Climate Change And Health Project In Kiribati In Building Resilience Into The Health Systems, Who Has Worked Closely With Member States In The Preparation Of Project Proposals For Submission To Potential Funding Agencies. In Kiribati, The Following Project Has Been Approved: Koica-funded Project On Making Health Adaptation For The Future Resilient Islands – Kiribati Outer Islands Climate Health Action (te-mamauri Koica) The Project Will Be Implemented By Who In Close Collaboration With Kiribati Ministry Of Health And Medical Service (mhms), With The Goal To Strengthen Health Systems, Healthcare Facilities, Schools, And Communities With An Emphasis On Outer Islands In Kiribati To Protect And Improve Population Health In A Changing Climate. The Proposed Activities In This Project Will Address Significant Institutional And Informational Gaps That Are Inhibiting The Health System In Kiribati To Effectively Cope In A Changing Climate. Specific Objectives Include: To Support An Enabling Environment For Building Capacity For Governance And Policy Development To Support And Strengthen Sustainable Climate Change Health Adaptation For Kiribati; To Improve Healthcare Facilities, Schools And Community Infrastructure, Including Access To Medical Supplies And Technologies, Focusing On Outer Islands And Primary Level Facilities To Anticipate, Prepare For, Respond To, And Recover From Climate-related Shocks And Exposures; To Enhance Health Service Delivery And Information Systems Through Improved Communication And Reporting Systems Between Outer Islands And The Main Hospital To Reduce Climate-related Health Risks And Prevent Disruptions Of Health Service Delivery During Climate-related Extreme Events; To Facilitate Community Empowerment And Engagement In Outer Islands With Knowledge And Tools On Adaptive Actions To Reduce The Health Risks Of Climate Change. The Proposed Consultancy Is To Support The Team Coordinator And Country Liaison Officer (clo) Of The Who Office In Kiribati In The Coordination Of The Project Including: Review, Contextualize, And Integrate Identified Assessment Tools, Including Integrated Vulnerability Assessments (iva), Wash Fit, Creshcf, And Essential Supply Stock Take To Create An Adapted Tool For Rapid Assessments; Conduct Advocacy Meetings With Key Stakeholders Focusing On Climate And Health, Wash Fit, And Creshcf; Pilot Adapted Assessment Tool On 2 Outer Islands, As Identified In Stakeholder Workshops Under Outcome 1 To Collect Baseline Data / Information. Support Coordinate Implementation Of Climate Change And Environmental Health Initiatives And Projects In Kiribati To Ensure Its Compliance With The Defined Project Scope, Management Methodology, Standards, Budget And Timelines. Support Coordination Of Who’s Technical Assistance By Developing Comprehensive Projects Plans In Collaboration With National Counterparts And Technical Staff During All Project Phases, From Initial Development Through Implementation. Communicate Proactively With National Counterparts, Who Staff And Development Partners To Provide Encouragement, Identify Problems, Identify Solutions, And Implement Efficiency Improvements As Needed. Support Planning For The Project Kick-off Meeting, Including Development Of Relevant Meeting Documents In Consultation With The Ministry Of Health Kiribati And Other Relevant Stakeholders, As Needed Perform Other Duties As Assigned By Supervisor. Planned Timelines (subject To Confirmation) Start Date: 01 November 2022 End Date: 30 April 2023 The Consultant Will Be Engaged For 120 Days Within The Period Above. This Consultant Will Be Stationed In South Tarawa, Kiribati, With Travel (dependent On Feasibility Due To Covid-19 Travel Restrictions), Including Trips To Outer Islands To Conduct Assessments And Collect Baseline Data/information. Method(s) To Carry Out The Activities The Consultant Will Support Coordination And Provide Technical Support For The Preparation And Implementation Of The Te-mamauri Koica Project. This Will Include Working Closely With The Who Clo And Dps Teams And The Ministry Of Health And Medical Services Of Kiribati. This Work Will Be Done As Follows: (1) Activity 1 (~30 Days): Review, Contextualize, And Integrate Identified Assessment Tools, Including Integrated Vulnerability Assessments (iva), Wash Fit, Creshcf, And Essential Supply Stock Take To Create An Adapted Tool For Rapid Assessments. Specific Tasks Include: Conduct A Desktop Review Of Identified Assessment Tools And Others As Necessary; Develop A Plan For Contextualization, Integration, And Piloting On Outer Islands, Including Planned Methodologies; Liaise With Other Stakeholders To Gather Inputs On The Tools With A View To Finalising Pilot-ready Versions. Provide Technical Support For Other Project Activities, As Needed, Including Attending Team Meetings. (2) Activity 2 (~30 Days): Conduct Advocacy Meetings With Key Stakeholders Focusing On Climate And Health, Wash Fit, Creshcf, And Monitoring Of Climate-sensitive Diseases. Specific Tasks Include: Conduct Meetings With Kiribati Moh And Other Relevant Stakeholders To Gather Inputs Related To The Assessment Tools To Inform Adaptation And Integration, As Well As Share Knowledge On Aspects Of Each Assessment; (3) Activity 3: (~40 Days): Pilot Adapted Assessment Tool On 2 Outer Islands, As Identified In Stakeholder Workshops Under Outcome 1 To Collect Baseline Data / Information. Specific Tasks Include: Liaise With Moh To Identify Islands On Which To Undertake These Pilot Assessments; With Local Counterparts, Utilise Assessment Tool On Identified Outer Islands In Kiribati To Gather And Organize Baseline Data / Information; Develop Assessment Report And Presentation To Be Shared With Moh Counterparts And Project Team. (4) Activity 4: (~20 Days): Provide Technical And Coordination Assistance For Project Activities As Needed. Specific Tasks Include: Support The Integration Of The Planned Project Activities With Existing Ministry Of Health Plans And Processes; Working With Clo On Any Project Related Activities, Including Helping To Organize Project Working Group/steering Committee Meetings; Contributing To Donor Reporting, As Needed. Outputs Output 1: Review, Contextualize, And Integrate Identified Assessment Tools, Including Integrated Vulnerability Assessments (iva), Wash Fit, Creshcf, And Essential Supply Stock Take To Create An Adapted Tool For Rapid Assessments. Deliverable 1.1: Assessment Review Report Deliverable 1.2: Draft Assessment Tool, Including Methodology Output 2: Conduct Advocacy Meetings With Key Stakeholders Focusing On Climate And Health, Wash Fit, And Creshcf. Deliverable 2.1: Meeting Reports. Deliverable 2.2: Finalized Assessment Tool, Including Methodology Output 3: Pilot Adapted Assessment Tool On 2 Outer Islands, As Identified In Stakeholder Workshops Under Outcome 1 To Collect Baseline Data / Information. Deliverable 3.1: Assessment Report And Presentation To Be Shared With Moh Counterparts And Project Team. Technical Supervision The Selected Consultant Will Work On The Supervision Of: Responsible Officer/manager: Dr. Wendy Snowdon, Country Liaison Officer - Kiribati Qualifications And Experience Education Advanced Degree (master’s Or Doctoral) In Public Health Or Environmental Health Or Related Field, With A Focus On Climate Change And Health. Experience Essential: • Must Have Work Experience And Advanced Knowledge Of Climate Change And Health Impacts And Adaptation In The Context Of Pacific Island Countries Or Small Island Developing States. • Scientific And Technical Work Experience In The Fields Of Climate Change And Health, Environmental Health Especially In The Areas Of Water, Sanitation And Hygiene In Healthcare Facilities, Climate Sensitive Diseases, And Interventions In Building Climate Resilience Healthcare Facilities. • Experience Developing And Conducting Assessments Related To Climate Change And/or Environmental Health In Low-resource Contexts. Desirable: Experience Working In The Pacific Island Countries. Skills / Technical Skills And Knowledge • Advanced Knowledge Of Climate Change And Health Literature, Including Impacts And Adaptation In The Context Of Pacific Island Countries. • Experience In Technical Report Writing And Policy Analysis, Specifically Related To Climate Change And Health Projects In The Context Of Small Island Developing States. • Ability To Work Remotely With Minimal Supervision. • Ability To Work Effectively With A Team. • Excellent Interpersonal And Communication Skills. • Computer Literacy Including Word, Excel, Powerpoint, As Well As Telecommunication Platforms.
