Short-term Consultancy (stc) – To Provide Technical Assistance In The Development Of A Set Of Products To Implement The Gender And Equity Lens For Equitable Covid-19 Vaccine Distribution, Support The Covid-19 Preparedness And Response Efforts And Further Integrate The Ger Lens Into Urban Health Policies As Countries Respond And Recover From Covid-19. Background Throughout 2021, Who Will Focus On Engaging Policy Makers And Bringing People Together To Build A Fairer, Healthier World. who’s 13th General Programme Of Work 2019-2023 (gpw13) Includes The Goal Of One Billion More People Enjoying Better Health And Well-being By 2023. for The Future Highlights The Importance Of Applying A Gender And Equity Lens In All The Work That We Do In The Western Pacific Region While Also Emphasizing The Importance Of Championing Health Beyond The Health Sector. the World Has Seen Considerable Health Gains Over The Last Century, But Their Distribution Is Vastly Unequal And Has Led To Inequities In Health - Avoidable And Unfair Differences In Health Status Between Groups Of People Or Communities. in Recent Years, There Is Increasing Recognition That Opportunities To Be Health Are Closely Linked To The Conditions In Which People Grow Up, Learn, Live, Work And Age. the Inequalities In These Conditions Lead To Certain Groups Having Poorer Quality Housing And Education, Fewer Employment Opportunities, And Less Access To Safe Environments, Clean Water And Air, Food Security And Health Care. these Social, Environmental And Economic Circumstances, In Turn, Negatively Impact Health Outcomes And Lead To Health Inequities, Often Across Generations. Through The Pandemic We Have Seen The Exacerbation Of Existing Inequalities, With Those Living In Vulnerability Experiencing Disproportionate Impacts Of The Pandemic. disruptions To Certain Sectors, Due To Lockdowns And Other Mobility Restrictions, Has Left Many People To Become “new Poor” Who Are People Not Expected To Be Poor In 2020 Prior To The Covid-19 Outbreak, But Are Now Poor. Although A Large Share Of The Extreme Poor Are Rural, Many Of The New Poor Are Likely To Live In Congested Urban Settings, Which Can Serve As A Conduit For Infection. while The Increasing Reliance On Digital Technology Is Benefitting Some Communities, It Has Also Created A Divide- ‘the Digital Divide’ For Many Who Do Not Have Access To Digital Technology Or Digital Literacy. the Forced Shift To Online Learning And School Closures Is Worsening The Existing Learning Crisis In Low- Income And Middle-income Economies In Our Region, And Risks The Exploitation Of Those Children Impacted. Without Mitigating Action, Covid-19 Will Rapidly Increase Health Inequalities Resulting Directly From Covid-19 Infection And Inequalities In Key Social Determinants Of Health (sdh). Safe And Effective Vaccines Against Covid-19, Once Available, Will Be An Important Tool To Manage The Covid-19 Pandemic. following From The Un General Assembly, A Call Was Made For “equitable, Efficient And Timely” Access To Any Vaccine Developed To Fight The Pandemic. the Who Declaration For Vaccine Equity Can Only Be Achieved When The Gender And Equity Related Barriers To Vaccination Are Addressed. The Availability And Distribution Of Covid-19 Vaccines Have Shed Light On The “wall Of Inequality”, As Expressed By Who Director General, Dr Tedros Adhanom Ghebreyesus. The United Nations’ Gender Development Index Confirms That Countries With A High Level Of Gender Equity Have Higher Immunization Coverage. children Of More Educated Mothers Are More Likely To Be Immunized In Both Urban And Rural Settings. a Lack Of Health Literacy Can Limit Technical Understanding Of Immunization, Low Motivation To Vaccinate, And Low Capacity To Engage With The Health System. mobility Issues To Reach Health Services May Be Restricted By Safety And Security Concerns; The Risk Is Amplified In Contexts With Normalization Of Gender-based Violence. Approximately 40% Of Unimmunized Children, Globally, Live In Countries That Have Fragile Or Humanitarian Settings. An Increasing Share Live In Middle-income Countries, Where Inequity And Marginalization, Especially The Urban Poor, Are Barriers For Immunization. even When Immunization Services Are Free Of Charge, Health Services Entail Indirect Costs, Such As Transportation, Unpaid Leave. To Ensure The Covid-19 Vaccination Roll Out Is As Equitable And Efficient As Possible, We Must First Recognize That Gender And Health Inequities Differ Between Groups Of Women And Men, And That Our Efforts Must Reach The Most Vulnerable And Marginalized Groups First. efforts That Are Evidence Informed Through Collecting And Analyzing Disaggregated Data Can Help Us Uncover How The Social Determinants Of Covid-19 - Including Gender Norms - Are Impacting Women, Men, Girls And Boys Differently, And How Intersecting Factors For Vulnerability Can Lead To Overall Greater Risk Of Experiencing Inequity. Implementing Urban Health Initiatives Provides An Opportunity For Society To Recover From The Impacts Of Covid-19, Transform And Enable Individuals To Have Choices That Promote Good Health And Well-being, While Protecting The Most Vulnerable. as People Are Born, Live And Age In Cities, The Urban Environment Provides The Appropriate Context To Adopt The Life-long Approach And Take Early Action To Address Future Health Challenges. integrating Urban Health Initiatives Into Multisectoral Urban Governance Policies Provides The Opportunity Of Leveraging The Existing Resources, Knowledge And Expertise. networks Such As The Healthy Cities Network And Mayors Network Are Established Platforms For Communities To Engage In The Design And Implementation Of A Healthy Cities Local Plan. Public Health Measures Require The Engagement And Inclusivity Of All Members Of Society Without Unintentionally Excluding Some Groups – To Do So Risks Widening The Gender Inequality And Health Inequity Gap. local Leaders Are Well-established Trusted Focal Points Within The Community, And Coordinate Community Governance Structures Which Can Be Leveraged Upon. further, They Can Bring Community Perspectives Into Decisions To Ensure That Decisions Are Reflective Of The Realties On The Ground. the Institutionalization And Operationalization Of Ce For Health Requires A Transformation Using A Systems Approach To Community Health Where Community Health Workers Are Empowered And Supported By Both The Local Health Authorities And Empowered Communities; Adequate Financing For Community Health Through Investing In Community Health Workers And Systems And Policy-making Processes That Actively Engage Communities. Purpose/specific Objective Of The Activity The Objective Of This Consultancy Is To Provide Technical Assistance To Ongoing Work And Related Activities Of The Sdh Team With A Focus On Community Engagement, Governance For Equity, And Addressing Major Determinants Of Health, Including Gender, Equity And Ageing In The Western Pacific Region. Work To Be Performed Sdh Seeks A Consultant To Support The Unit With Implementing The Following Tasks: Output 1: Gender And Vaccines Deliverable 1.1: Support The Sdh Unit In Developing Materials For Gender And Equity Lensed Equitable Covid-19 Vaccine Distribution, Which Includes Vulnerable And Marginalized Groups And Advocating For The Adoption Of Community Engagement Practices. This Includes, And Not Limited To: A) A Concept Note Highlighting Regional Trends; B) ‘stories From The Field’; And C) Short Practical Guide On Addressing Equitable Vaccine Delivery Using A Ger Lens. Output 2: Sdhvip And Community Engagement Liaison Officer Deliverable 2.1: Support The Sdh Unit As The Liaison Officer Between Vimst And Imst And Sdh For Community Engagement And Ger Issues. Deliverable 2.2: Support The Sdh Unit With The Development Of The Global World Health Emergencies (whe) Gender Strategy. Output 3: Urban Health And Equity Deliverable 3.1: Support The Sdh Unit In Preparations For The 2021 Healthy Cities Conference To Be Held In November 2021, Including Meeting Materials And Meeting Reports. Deliverable 3.2: Support The Sdh Unit Collecting And Summarizing Evidence On The Gender, Equity And Social Determinants Of Urban Health That Will Inform The 2021 Healthy Cities Conference. Output 4: Perform Any Other Related Duties, As Required By The Functional Supervisor. Qualifications And Experience Education Candidates Must Possess At Least A Master’s Degree In Public Health, Or A Master’s Degree In A Related Field. Additional Education Is An Asset. Experience • At Least Five Years Of Practical Experience Working In Public Health, Particularly In The Field Of The Social Determinants Of Health, Gender And Equity, Health Service Delivery, Community Engagement And Immunization Programmes. • Ample Experience Of Collecting And Analyzing Qualitative And Quantitative Data And Evidence, And Presenting Results Using Effective Communication Strategies. • Experience Of Having Worked In Multicultural And Multidisciplinary Settings, Preferably Within The United Nations System. Technical Skills And Knowledge • Knowledge Of Practical Approaches To Promote Social Determinants Of Health Strategies. • Familiar With Non-communicable Diseases, Health Promotion And The Social Determinants Of Health Related Issues Within The Western Pacific Region. • Excellent Writing And Communication Skills. • Familiarity With The Goals And Procedures Of International Organizations (un System, Donors, Nongovernmental Organizations). Functional Skills And Knowledge • Ability To Collect And Analyse Quantitative And Qualitative Data And Evidence. • Ability To Form Conclusions And Make Recommendations From Information Provided. • Ability To Draft Products, Including Narratives And Ppt Presentations, Which Clearly And Concisely Communicates Key Outcomes Of Analysis And Recommendations. • Ability To Work Independently And Deliver High Quality Work On Time. • Computer Proficiency In Outlook, Ms Word, Excel And Powerpoint . Languages Good Spoken And Written English Competencies • Producing Results - Produces And Delivers Quality Results.
