Background In The Context Of The Who Health Emergencies Incident Management System (ims), The Incumbent Will Focus On Covid-19 Vaccine Introduction And Scale-up Across The Pacific, Providing Technical Support And Advice To Counterparts In Their Efforts To Implement Roll-out Of Covid-19 Vaccines, Including Aefi Monitoring, Community Uptake, Addressing Vaccine Hesitancy And Monitoring The Impact Of Related Interventions.   Purpose/specific Objective Of The Activity In The Context Of The Pacific Joint Incident Management Team (jimt), The Purpose Of This Work Is To Provide Support To Pacific Member States On The Technical And Operational Matters Related To Covid-19 Vaccine Introduction And The Jimt Vaccine Pillar.   Description Of Activities To Be Carried Out The Incumbent Will Provide Strategic, Technical And Operational Support For Covid-19 Vaccine Introduction Across The Pacific, Including: • Supporting Implementation And Country-level Adaptation Of Who/sage Recommendations On The Use Of Covid Vaccines; • Supporting Continuous Review Of Target Populations At The National And Sub-national Levels, Based On Local Epidemiology, Vaccine Allocations, And Regulatory Dynamics. • Supporting Detailed Micro-planning And Budgeting For Vaccine Rollout In Collaboration With Unicef/pacific. • Systematically Tracking And Reporting On Covid Vaccine Roll-out In The Pacific, Including Through Covax, Dose-sharing, Cost-sharing And Procurement. • Identifying And Addressing Risks To Successful Vaccine Introduction, Including Diagnosing And Managing Bottlenecks Pre- And Post-introduction. • Identifying Concrete Opportunities And Best Practices To Strengthening Routine Immunization Practices Alongside Covid Vaccine Introduction - Including Through Cold-chain Improvements, Expanded Health Worker Training, And Through Data Management Systems Improvements. • Supporting The Development And Refinement Of Sops For The Delivery Of Covid-19 Vaccines Appropriate For Specific Target Populations. • Provide Ongoing And/or Just-in-time Training For Health Workers As Changes Arise In The Covid Vaccine Space. • Development Of Training Guidelines/materials For Vaccine Providers, Including Supportive Supervision • Continued Implementation Of The Covid-19 Vaccine Monitoring And Evaluation Framework To Monitor Vaccine Rollout, Community Uptake, Vaccine Hesitancy, And To Assess The Impact Of Interventions Against Suitable Indicators. • Supporting The Monitoring And Response To Adverse Events Following Covid-19 Immunization (aefis), Including Supporting Causality Assessments, Coordinating Closely With Wpro/dcd/vdi • Supporting/adapting National Vaccine Registry Systems For Documentation Of Immunization • Contributing To Appropriate Risk Communication And Community Engagement For Successful Vaccine Roll Out • Provide Secretariat Support To The Jimt Vaccine Pillar, Ensuring That The Pillar Continues To Optimally Contribute To Vaccine Roll-out Across The Pacific. • Supporting Program And Grant Management, In Collaboration With Program And Country Leadership And Help To Prepare High-quality Briefings For Pic Governments, Jimt, Donors And Who   Methods To Carry Out The Activity The Incumbent Will Work Under The Pacific Covid-19 Incident Management Team (imt) And As A Member Of The Pacific Health Security & Communicable Diseases (psc) Unit In Who’s Suva-based Division Of Pacific Technical Support. They Will Collaborate Closely With Pic Ministries Of Health/immunization Managers, The Health Operations Pillar Of The Pacific Covid-19 Joint Incident Management Team, Wpro Expanded Programme On Immunization (epi), Wpro Essential Medicines And Health Technologies And Health Systems Teams And Unicef Pacific, Among Others. The Incumbent Will Report To The Team Coordinator Of The Psc Team/incident Manager And Take Guidance From Joint Incident Management Team (jimt) Pillar Leads – As Well As Manila-based Technical Colleagues. Considering Covid-19 Border Closures There Will Be Flexibility In Terms Of The Incumbent’s Physical Location When Fulfilling The Duties Set Out Above. While Working Outside Of Fiji, The Incumbent Will Be Expected To Work During The Core Working Hours Of The Division Of Pacific Technical Support In Suva, Fiji. As The Covid-19 Situation Continues To Evolve Globally, The Duty Station May Change, And Duties May Be Modified, Based Upon The Technical Needs Of Pics.   Qualifications & Experience Education Essential:   Advanced University Degree In Medicine, Nursing Or Public Health With Specialization In Immunization Or Vaccine-relevant Areas.   Experience Essential: At Least Seven Years Of Progressively Responsible Professional Experience, At The National And International Levels, In The Field Of Public Health Including Experience Supporting Vaccine Introduction And Mass Immunization Campaigns. Demonstrated Professional Experience Providing Support To Member States And Evaluating Vaccine Preventable Diseases And Immunization Programmes. First-hand Working Experience In The Pacific, With Experience With Vaccine Introduction, Campaigns, Aefi Management And Coordination With Pacific Governments And Technical Counterparts.   Technical Skills & Knowledge • Proven Knowledge Of Epi Work At Country Level, Including: Microplanning (divisions/districts/facilities), Cold Chain, Vaccines And Safe-injection Equipment Management, Immunization Safety, Supportive Supervision. • Excellent Knowledge Of Disease Burden And Surveillance For Vaccine Preventable Diseases. • Ability To Conduct Research And Analyse Results, Identify Issues, Formulate Opinions, Make Conclusions And Recommendations For Clinical Trials Of New Vaccines. • Ability To Review And Revise Policies And Objectives Of Programmes And Activities. • Interpersonal Skills Using Tact, Patience And Courtesy. • Excellent Knowledge Of Health Systems Including Regulations (related To Safety, Etc.) • Commitment To Implementing The Goal Of Gender Equality By Ensuring The Equal Participation And Full Involvement Of Women And Men In All Aspects Of Work.   Languages Excellent Knowledge Of English.
