Background Republic Act No. 11223, Otherwise Known As The Universal Health Care Act, Mandates The Institutionalization Of Health Technology Assessment (hta) As A Fair And Transparent Priority Setting Mechanism To Aid The Doh And Philhealth For  The Development Of Policies, Programs, Regulations And Determination Of Range Of Entitlements Under The Said Act. Hta Is The Systematic Process For Generating Evidence To Inform Policies And Decisions On Resource Allocation In The Health Sector Through Multidisciplinary Research That Evaluates The Clinical, Economic, Social, Organizational, Legal And Ethical Impact Of Health Technologies. There Are Several Tools In Conducting Hta. Health Economic Evaluation (hee) Which Involves The Assessment Of Comparative Costs Of Two Or More Health Care Interventions And Their Comparative Clinical Effects Is Complemented With Budget Impact Analysis (bia). While Hee Is Used To Determine The Cost-effectiveness Or Value For Money Of The Use Of A Health Technology Compared To A Comparator, Bia Complements Hee By Determining The Affordability Of The Health Technology. However, The Conduct Of Hee And Bia Relies On Obtaining Cost Input Values Which Is Often Resource-intensive Both In Terms Of Cost And Time. In Addition, Since Cost Input Values May Be Derived Using A Variety Of Methods, Hee And Bia Study Results Tend To Be Incomparable, Inconsistent And Unreliable. In This Regard, There Is A Need For Clear And Standard Guidance On Determining Unit Cost Values And A List Of Standard Reference Cost Values For All Types Of Health Costs Must Be Developed To Support The Conduct Of Health Technology Assessment In The Country.   Purpose/specific Objective Of The Activity The Overall Objective Of This Agreement For Performance Of Work (apw) Is To Develop The Standard Costing Methodology And A Library Of Reference Values For Health Costs, Both Direct And Indirect Relevant In The Conduct Of Health Technology Assessments In The Philippines.   Description Of Activities To Be Carried Out • Development And Implementation Of A Detailed Research Protocol Developed For The Standard Costing Methodology • Development Of A Library Of Reference Values For Direct And Indirect Health Costs  Such As But Not Limited To Routine Services At The Outpatient And Inpatient  Departments, Blood Transfusion Services, Diagnostic And Clinical Pathology Services,  Diagnostic And Therapeutic Radiology Services, Medical Procedures  And Anesthesia, Nursing Care Services, Dentistry Services, Physical Therapy And  Medical Rehabilitation, And Health Promotion And Disease Preventions And Control.   Methods To Carry Out The Activity 2021 Output 1. Hta Costing Library For Reference Cost Values Deliverable 3.1: Creation Of Hta Library Lodged At The Doh Hta Unit Deliverable 3.2: Conduct Of Stakeholder Consultation On The Hta Costing Library And Peer-review With Hta Unit International Partners Deliverable 3.3: Conduct Of Training Of Hta Unit Staff And Hta Council Deliverable 3.4: Submit Mission Completion Report      Qualifications & Experience Education Essential:   Master’s Degree Or Higher Education In Economics, Health Economics Or Development Economics Or Equivalent Desirable: Master’s Degree Or Higher Education In Medicine, Public Health   Experience Essential: At Least 5 Years Performing Economic Analysis, Costing Analysis, Health Technology Assessment Desirable: At Least 5 Years Of Experience In Research, Health Policy   Technical Skills & Knowledge Research Methods And Design, Costing Analysis Methods, Use Statistical Tools   Languages Good English Communication (writing And Speaking) Skills   Additional Information: In Addition, The Consultant/institution Shall Have No Involvement, In Any Form, In Drugs, Arms Dealing, Alcohol Industry, Or Human Trafficking. The Work To Be Done Under This Contract Shall Be The Development Of The Doh-htau Health Technology Assessment Library As Set Out In The Terms Of Reference. The Contract Will Be Completed In Not More Than 12 Months From The Commencement Of The Work, Or Otherwise As Agreed In Writing Among The Owner And The Contractor. The Work Shall Be Done In Strict Compliance With The Contract, Specifications, Schedules, And All Other Contract Documents And All Instructions. Failure To Do So Shall Be At The Contractor’s Risk And Account. Submission Of Bid By The Contractor Shall Constitute Acknowledgement By The Contractor That It Is Aware Of And Concurs With All Of The Requirements Or Conditions Incorporated In The Call For Proposal And The Other Documents. As Time Is An Essential Element Of This Contract, For Failure To Complete All Work Within The Stipulated As Set Out In The Terms Of Reference, The Owner Shall Charge The Contractor Liquidated Damages. This Shall Be In The Amount The Sum Of 0.5% Of The Total Contract Amount Per Day (saturdays, Sundays And Holidays Are Included) But Not To Exceed On Total 10% (ten Percent) Of The Contract Amount. These Liquidated Damages Shall Be For The Added Cost Incurred By The Owner For Such Delay And Also For The Inconvenience Caused To The Users Of The Work. It Is Understood That This Is Not A Penalty But A Fixed Sum Representing The Liquidated Damages For Each Calendar Day Of The Delay.
