Background Schistosomiasis Infection Caused By Schistosoma Mekongi Is Endemic In About 200 Villages In One Province Of Lao Pdr And 100 Villages In 2 Provinces Of Cambodia, Along The Mekong River. For The Past 20 Years Both Health Ministries Carried Out Annual Mass Drug Administration (mda) Campaigns In The Entire Endemic Area. Mda Has Successfully Reduce The Prevalence Of Infection Significantly Among All The Affected Communities. However, Evidence Showed That When Mda Campaigns Stopped, An Immediate Increase In The Prevalence Of S. Mekongi Infection Could Be Seen Among The Residents Of These Endemic Villages Due To Infection Risks Linked To Open Defecation Practice. To Sustain The Positive Impact Of Mda On The Reduction In Transmission Of Schistosomiasis And Accelerate The Elimination Of Its Residual Transmission, A Complementary Wash Programme Must Be Enacted Within These Communities. A Community-led Initiative To Eliminate Schistosomiasis By Improving Water, Sanitation And Hygiene (wash) Services, Named Cl-swash, Was Launched In The End Of 2016 With Support Of Who, To Accelerate The Elimination Of Schistosomiasis In Both Cambodia And Lao Pdr. Both Countries Have Experienced Unsustainability In The Use Of Latrines Constructed/donated By External Donors Without Communities’ Involvement. In Order To Ensure That Wash Improvements Are Sustained Over Time, Cl-swash Was Designed To Engage The Community By Increasing The “health Literacy” Of Its Members With Knowledge On The Schistosomiasis Transmission Cycle And The Hygiene Behaviours That Reduce Infection Risks. With This Information, Communities Become Empowered To Plan And Initiate Their Own Intervention Programmes In Order To Interrupt Transmission, By Primarily Focussing On Implementing Defecation-free Areas And Building Individual Household Latrines And Improving Wash Levels. Cl-swash Has Been Implemented And Contributing To Enhancing Sanitation Coverage In More And More Schistosomiasis-endemic Communities In Both Countries Since Then.   Purpose/specific Objective Of The Activity The Purpose Of This Apw Is To Evaluate And Document The Process, Outcomes And Impacts Of The Implementation Of Cl-swash In Cambodia And Lao Pdr. The Selected Candidate Will Develop And Apply An Evaluation Methodology And Document The Evaluation Process And Outcomes For Publication. Due To The Continuing Travel Restriction Under The Covid-19 Pandemic, The Selected Consultant Will Virtually Supervise Local Consultants In Cambodia And Lao Pdr In Carrying Out An Evaluation Methodology And Collate Their Outcomes.    Description Of Activities To Be Carried Out Develop An Evaluation Methodology And Questionnaire To Assess The Process, Impact And Outcomes Of The Cl-swash Initiative In Cambodia And Lao Pdr Supervise In-country Consultants In Cambodia And Lao Pdr To Carry Out The Evaluation Using The Methodology And Questionnaire Developed Compile And Analyse The Information And Data Obtained From The Evaluation In Both Countries And Develop A Report For Publication   Methods To Carry Out The Activity Development Of The Evaluation Methodology And Questionnaire, Virtual Supervision Of Local Consultants In Implementation Of Field Survey In Selected Communities In Cambodia And Lao Pdr, Compilation And Analysis Of The Evaluation Results, Documentation And Development Of A Report On The Evaluation Process And Outcomes For Publication.   Qualifications & Experience Education Essential:   • Minimum Bachelor’s Degree In Science, Medicines, Veterinary Medicines Or Developmental Studies • Master’s Degree In Environmental Health, Public Health Or Rural Development   Experience Essential: • Minimum Of Five Years Of Working Experience In Developing Countries, Preferably In The Western Pacific Region, In The Area Of Public Health, Environmental Health Or Wash • Demonstrated Experience In Evaluation Of Public Health Programmes Or Community-based Activities   Technical Skills & Knowledge • Proven Experience In Community Engagement And Community Participation To Enhance Wash In Developing Countries Is Required • Knowledge In At Least One Of Neglected Tropical Diseases Is Desirable • Proficiency In Word And Excel.   Languages Written And Spoken Fluency In English Is Essential   Competencies • Communicating In A Credible And Effective Way • Producing Result • Knowing And Managing Yourself   Additional Information: Duration Of Contract Is For 5 Months Starting 10 May 2021   Applications Qualified And Interested Specialists Should Submit Their Cv {for Individual Contractors} Or Company Profile {for Institutional Applications} And Expression Of Interest {cover Letter} To The Supply Officer Through Wp Ro Ungm At < Wproungm@who.int > By 23 April 2021.  The Cover Letter Should Outline How Their Experience And Qualifications Make Them A Suitable Candidate For This Position And Should Include Their Proposed Daily Consultancy Fee And Availability.
