Background Coronavirus Disease 2019 (covid-19) Is A Novel Coronavirus Identified As The Cause Of An Outbreak Of Respiratory Illness First Detected In Wuhan, China In December 2019. Since Then, Over 179 Million Of People Have Been Infected Globally And Nearly 3.9 Million Persons Have Died[i]. In The Western Pacific Region (wpr) Alone, There Have Been Approximately 7.5 Million Confirmed Cases And Over 100,000 Confirmed Deaths[ii]. In Response To This Situation, Countries From Around The Western Pacific Region Have Taken Noteworthy Action To Protect Their Populations From The Pandemic. Towns And Cities Have Been Locked Down; Large Gatherings Have Been Banned; Schools Have Closed; Traveling Restrictions Have Been Imposed[iii]; Facemasks Have Been Made Mandatory, And As Of Late, National Covid-19 Vaccination Campaigns Have Been Rolled Out.  As A Result Of These Efforts, A Significant Proportion Of National Populations Over The Age Of 18 Are Today Taking Preventative Measures To Protect Themselves And Others From Contracting The Virus, They Are Seeking And Attaining Health Services When Needed, And Many Have Been Vaccinated With Covid-19 Vaccines. Despite Of These Results At The National Level, However, Data From Around The Region Indicate That There Are Still Groups Within Countries That Continue To Experience An Increased Risk Of Not Only Being Disproportionately Affected By The Virus Itself, But Also Of Not Being Covered By Essential Health Services, Including Covid-19 Vaccines. To Better Understand And Address The Barriers Affecting Individuals’ Ability To Protect Themselves And Others From The Virus As Well As Their Ability To Enjoy Effective Coverage Of Covid-19 Services, Including Vaccines, A Series Of Behavioral Insight Surveys (bis) Have Been Implemented In Seven Countries Of Wpr. To Support In The Analysis Of Data Attained Through The Bis Using Equity-based Measures, An External Consultant Will Be Contracted.  The Specific Objectives Of This Consultancy Are The Following: • To Highlight Barriers Affecting Individuals’ Ability To Protect Themselves And Others From The Virus As Well As Their Ability To Enjoy Effective Coverage Of Covid-19 Services, Including Vaccines, In The Seven Selected Countries In The Wpr; • To Discuss The Potential Impact Of The Findings (if Left Unaddressed) On Gender Inequalities And Health Inequities Within These Countries; To Analyse The Existing Data And Develop A Series Of Practical Short-term And Long-term Action Points That Who Country Offices (cos) In These Countries Can Take To Support Their National In Mitigating Or Overcoming Barriers Affecting Gender-responsive And Equitable Covid-19 Preparedness And Response Efforts.   Purpose/specific Objective Of The Activity To This End, Wpro Is Seeking A Consultant To Support In The Analysis Of Data Attained Through The Implementation Of Behavioral Insight Surveys (bis) In Seven Countries In The Western Pacific Region, Using Equity-based Measures.   Work To Be Performed • Using Qualitative And Quantitative Equity-based Measures, Analyse The Data Attained Through The Bis In Seven Countries Of The Wpr. • Develop A Technical Brief Highlighting The Main Barriers Affecting Individuals’ Ability To Protect Themselves And Others From The Virus As Well As Their Ability To Enjoy Effective Coverage Of Covid-19 Services, Including Vaccines; Discussing The Potential Impact Of The Findings (if Left Unaddressed) On Gender Inequalities And Health Inequities Within These Countries; And Proposing A Series Of Practical Short-term And Long-term Action Points That Who Cos In These Countries Can Take To Support Their National Counterparts In In Mitigating Or Overcoming Barriers Affecting Gender-responsive And Equitable Covid-19 Preparedness And Response Efforts.   Method(s) To Carry Out The Activity: Output 1: Slide Deck Presenting Proposed Work Plan With An Accompanying Timeline; Structure And Outline Of Technical Brief, As Well As Equity-based Measures To Be Used For The Analysis Of Data. Planned Project Timeline Contract Start Date: 7 Oct 2021 Contract End Date: 11 Nov 2021 (5 Weeks)     Qualifications And Experience Education Candidates Must Possess At Least A Master’s Degree In Public Health, Or A Master’s Degree In A Related Field Such As Social Work.additional Education Is An Asset. Experience • At Least Five Years Of Practical Experience Working In Public Health, Particularly In The Field Of Gender, Sdh, Health Equity And/or Community Engagement. • Ample Experience Of Collecting And Analysing Qualitative And Quantitative Data And Evidence, Using Qualitative And Quantitative Equity-based Measures, And Summarizing Results Into A Report. • Experience Of Having Worked In Multicultural And Multidisciplinary Settings, Preferably Within The United Nations System. Skills / Technical Skills And Knowledge A Thorough Knowledge Of Practical Approaches To Promote Gender Equality, Social Determinants Of Health (sdh) And Health Equity, As Well As Of Community Engagement Strategies. Familiar With Gender, Sdh And Health Equity Related Issues Within Wpr. Excellent Writing And Communication Skills. Strong Skills In Using Statistical Software To Analyse Quantitative And Qualitative Data, Using Equity-based Measures. Familiarity With The Goals And Procedures Of International Organizations (un System, Donors, Nongovernmental Organizations). Language Good Spoken And Written English.
