Background Universal Health Coverage (uhc) Is A Shared Vision And Priority Area For Health And Is Key In Advancing The Health-related Sustainable Development Goals (sdgs) Of The Member States. In 2015, The Regional Committee Endorsed The Western Pacific Regional Action Framework On Universal Health Coverage: Moving Towards Better Health (wpr/rc66.r2).  In 2016, The Universal Health Coverage Technical Advisory Group Was Established To Provide Advice To Who And Its Member States In Advancing Uhc In The Western Pacific Region.  Who Convened Three Uhc Tag Meetings Between 2016 And 2018 To Provide A Platform For Member States And Identified Stakeholders To Discuss Country And Regional Progress Towards Uhc.  In 2019, The Who Regional Committee Endorsed For The Future, A Five-year Vision Of Who In The Western Pacific Region.  The Strategy Highlights The Key Shift Of Taking A Systems Approach With Uhc As The Foundation For Health Sector Security And Resilience To Overcome Challenges Posed By A World Undergoing Rapid Change. The Role Of Uhc In Joining Up All Health Agendas Was Highlighted In The Pandemic Response. Further, The Interrelated Attributes Of The Uhc Regional Action Framework Were Reflected In Countries’ Development Of Road Maps To Overcome Covid-19 Impacts While Preparing Health Systems To Address Future Health Threats. In This Context, The Fifth Uhc Tag Meeting Aims To Discuss The Region’s Uhc Journey Given The Implications Of Covid-19, And How We Can Collectively Transform The “new Normal” To The “new Future” With Uhc As The Foundation. It Also Serves As An Umbrella Tag To Create A Platform For All The Tags In The Region To Work Collectively. To Gain A Deeper Understanding And Stimulate New Insights, Country Presentations And Discussions On Health Reforms Will Be Held Prior To The Meeting.   Purpose/specific Objective Of The Activity The Universal Health Coverage Team Is Seeking To Engage A Skilled And Experienced Individual/institution/ Organization On Art And Graphic Design To Provide Multimedia And Creative Design, Video Editing And Video Compilation For The Fifth Meeting Of The Technical Advisory Group On Universal Health Coverage From 16 To 18 November 2021 And The Health Reform Webinar On The Week Of 8th November 2021   Description Of Activities To Be Carried Out The Work Will Be Performed Under The Direct Supervision Of The Coordinator, Universal Health Coverage. Output 1. Multimedia And Creative Design For Virtual Calendar Invitation, Meetings Cover Photo, Zoom Background And Other Products: • Conceptualized And Design Communication Materials For Printing And Electronic Distribution And Files To Be Submitted Should Be Editable/vector • Improve And Edit Artwork, Photos, Charts And Other Graphic Elements; • Layout And Design Information And Communication Materials (emails, Calendar Invitation, Zoom Background, Bulletins, Cover Photos, Html Email Format); • Create Animations For Illustrative Purposes Such As Animations, Presentations And More Advanced Solutions; • Design Visual Identity And Related Graphic Icons For Documents, Slides, And Other Materials. • Custom Photo Editing (restoration, Noise Reduction, Tonal Adjustment); • Graphic Design/layout Template For Web-project Sites And Web Articles; And • Deliver Creative Graphic And Technical Solutions For Use Of New Media (virtual 3d Words/boxes, Postcards). Video Editing: • Record Video, Audio And Auto-transcript From the Virtual Meetings With Various Views; • Edit The Recorded Webinars, Meetings And Speeches; • Manipulating And Editing Video Clips In A Way That Is Invisible To The Audience; • Input Graphics, Effects, Music Images And Enhanced Sounds Quality; • Ensure Logical Sequencing And Smooth Flow Of The End Product; • Trim And Merge All Video To Make A One Fully Compiled Video; • Files To Be Submitted Should Be Editable/vector; And • Participated At The Webinar/s That The Team Will Be Convening For Video Recordings. Deliverables • Layout, Designed And Conceptualized 4 Graphic Designs For Virtual Calendar Invitation, Meetings Cover Photo, Zoom Background Etc. • Well Edited And Compressed Video Highlight For About 2 To 4 Mins In High Quality, Ready For Consumptions Videos   Qualifications & Experience • Essential: At Least Five Years' Experience In Graphic Design And Video Editing Along With A Proven Knowledge Of Graphic Layout And Design And Video Enhancement Across Multiple Media Channels. • Experience In The Area Of Digital Technology And Editing Software Packages (e.g. Shots Compositing, Premiere, Special Effects, Photoshop, And Final Cut) And Web Platform Development/ Management Is Desirable. Technical Skills And Knowledge • Strong Practical Background In Graphic Design, Including The Use Of Design And Video Editing Software Such As Adobe Design Premium, In-design, Coreldraw, Web Design Tools Such As Dreamweaver And Flash, Etc. • Proven Experience In Graphic Production From Start To Published/printed Product With Knowledge Of Printing Processes (offset And Digital) And Colour Management; • Demonstrable Video Editing Ability With A Strong Portfolio; • Knowledge Of Standard Software Packages, Including Ms Office– Ms Access–ms Visio –adobe Acrobat; And • Good Understanding Of New And Evolving Technologies And Digital Platforms.
