Background Noncommunicable Diseases (ncds) Are The Leading Causes Of Death And Disability In The Western Pacific Region. Ncds Such As Cardiovascular Diseases, Cancer, Chronic Respiratory Disease And Diabetes Threaten Progress Towards The Sustainable Development Goals, And Rest On Effective Prevention And Control Measures To Ensure That These Targets Are Met. As Well, A Major Public Health Threat To The Western Pacific Region Is The High Burden And Prevalence Of Viral Hepatitis B And C, Which Intersects With The Issue Of Cancer Control In The Region. With Concerns Of A Rapid Aging Population In Many Countries In The Region, There Is Concurrent Concern In An Increase In Liver Cancer Attributable To Viral Hepatitis B And C As Well As Other Major Risk Factors. With 130 Million People Estimated Infected With Chronic Hepatitis B And C In The Western Pacific Region, Liver Cancer Is Currently The Top 6th Cause Of Death (all Ages). Six Of The 10 Countries Ranked Highest In The World For New Incidence In Liver Cancer Are Countries In The Western Pacific Region, Including Several Small Island States (sids) In The Pacific. Liver Cancer Control Programmes Are Not Well Established In Most Countries. Mortality Is High, As Late Diagnosis Is The Norm. Furthermore, Access To Liver Cancer Care And Early Detection Approaches Is Not Well Documented In Most Countries. While Cancer Registry Exists In Many Countries, It Is Unclear The State Of Quality Of Reporting To Ensure Robust Data For Decision Making. As Well, While Comprehensive Viral Hepatitis Response And Treatment Services For Chronic Hepatitis B And C Are Being Established And Gradually Scaled Up, The Challenge Of Reporting On Patient Outcomes And Link With Liver Cancer Sequalae Continues.   Purpose/specific Objective Of The Activity  We Are Looking For An Individual Or Institution To Work With The Management Of Noncommunicable Disease (mnd) And Hiv, Hepatitis And Sexually Transmitted Infection (hsi) Teams Of The Who Regional Office For The Western Pacific. The Purpose Of This Contract Is To Have A Regional Review Of The Issue Of Liver Cancer In Selected Countries, Establish An Optimized Approach For Further Work In Other Countries In The Future.   Method(s) To Carry Out The Activity The Individual Or Institution Will Be Supervised By The Technical Officer Cancer Control, Mnd Team, With Support Of The Medical Officer Viral Hepatitis, Hiv/hepatitis/sti Team, Division Of Programmes For Disease Control, Who Regional Office For The Western Pacific. Output/s: Report And Policy Briefs On Liver Cancer In The Western Pacific Region Which Includes The Following: • Epidemiology And Burden Of Liver Cancer And Cirrhosis Including Major Risk Factors Such As Viral Hepatitis And Nonalcoholic Fatty Liver Disease (nafld) And Nonalcoholic Steatohepatitis (nash) Including Regional And Country Analysis. This Should Include Specific Sub-analysis Of The Pacific Region. • Mapping Or Description Of Control And Prevention And Care Programmes For Major Risk Factors Including Lifestyle Prevention, Viral Hepatitis And Related Risks • Access To Management Of Liver Cancer Including Description Of Available Services And Range Of Interventions, Care And Treatment Guidelines, Access To Drugs And Other Palliative Approaches. This Feeds Into Understanding The Continuum Of Care – Health Promotion, Prevention, Early Detection, Treatment, Palliative Care, Rehabilitation; • Financing Cancer Care, Liver Cancer Policies., Financing Access To Testing And Interventions, Referrals To Third Country/overseas • Situation Analysis Of Data Reporting Systems Including Liver Cancer Surveillance • Policy Planning – Liver Cancer Control Plans, Costing, Financing, Procurement And Distribution, Workforce Development, Legislation And Regulation, Etc • For The Selected Country, A Brief Country Snapshot/profile The Products Include: • A Comprehensive Regional Report • Policy And Short Brief Of The Work • Data Collation Excel Sheet Which Is The Source For The Analysis • Slide Bank For Presentation Of The Work, For Webinars And Other Dissemination Methods: • Desk Review Of Published And Grey Literature • Focus Group Discussions Or One-on-one Discussions With Key Informants Who May Be Public Health Professionals, Clinicians, Ministry Of Health Officials, Civil Society Organisations And Others Scope Of Work: Regional Review And Overview, With In-depth Review Of Specifics In Selected Provisional List Of Countries Including Japan, Malaysia, Mongolia, Cambodia, Solomon Islands And Vanuatu. These Countries Reflect The Different Implementation Status On Liver Cancer Control, Prevention And Care Start Date: To Start As Soon As Possible Timelines: Deliver Final Draft Report By 20 February 2021   Education And Qualifications Education Essential: University Degree In Medicine, Epidemiology Or Other Relevant Degree In Public Health. Desirable: Master's Degree Or Above In Epidemiology Or Public Health.   Experience At Least Three Years’ Experience In Epidemiology, Public Health And/or Health Research Including Some Experience Within Cancer Control, Liver Cancer In An International Context. Experience In Conducting Quantitative And Qualitative Research In A Variety Of Cultural Contexts.   Skills Excellent In Report Writing And Data Analysis. Good Knowledge Of The Dynamics Of The International Public Health Work. Demonstrated Ability To Communicate Research Findings Through A Variety Of Media. Excellent Communication Skills (oral And Written). Ability To Complete The Tasks In The Given Time Frame.   Languages Excellent Knowledge Of Spoken And Written English Is Essential.
