Background In Late December 2019, Who Was Alerted To A Cluster Of Pneumonia Cases In Wuhan City, Hubei Province Of The People's Republic Of China (prc). Upon Further Investigation, A Novel Coronavirus (ncov), A New Strain Of Coronavirus First Detected In Humans, Was Identified. The Coronavirus Disease Is Now Referred To As Covid-19 And The Virus Sars-cov-2. Since The Identification Of The First Cases, Imported Cases Have Been Reported In Over 20 Countries. In Response To The Threat Of Covid-19 Introduction In The Pacific, A Who Pacific Action Plan For Novel Coronavirus (covid-19) Preparedness And Response Has Been Developed To Guide Who And Partners’ Priority Actions To Pics For Covid-19 Preparedness And Response Over The Next Six-month Period. To Support Pacific Covid-19 Health Emergency Preparedness And Response And Rapid Implementation Of The Pacific Action Plan, Humanitarian And Development Partners Have Established A Joint Incident Management Team (imt). Coordinated By Who Division Of Pacific Technical Support (dps), This Joint Imt Includes Various Development And Technical Partners. A Phase Ii Plan Which Is Aimed At Containment And Mitigation Has Also Been Developed. One Of The Key Outcomes Across The Phase Ii Plan Is Risk Communication And Is A Very Important Cell Within The Health Operations And Technical Expertise Pillar Of The Jimt. Strengthening The Risk Communication Function Within Ministries And Departments Of Health Across The Five Countries In The Samoa Co Group Is Critical To Preparedness And Response Capacities For Covid-19 As Well As Other Public Health Emergencies.    Purpose/specific Objective Of The Activity The Following Terms Of Reference Has Been Developed For The Consultant’s Contract Extension. Based Upon Regional And Country Needs, The Consultant Will Undertake A Mixture Of Activities, Both For Samoa Specifically (in-country) And Regionally, Based Upon Operational Need.   Description Of Activities To Be Carried Out Support To Samoa Ministry Of Health: In Close Coordination With The Who Samoa Country Office, Provide Technical And Operational Support To The Samoa Ministry Of Health And Other Partners To Implement Covid-19 Rcce Activities. Provide Technical And Operational Assistance To The Samoa Ministry Of Health With Covid-19 Vaccine Introduction, Including Developing An Rcce Plan For Introduction; Demand Generation; Addressing Vaccine Hesitancy And Responding To Crisis Scenarios. Support The Samoa Ministry Of Health To Develop/adapt A Communications Package For Vaccine Roll-out. Where Requested, Provision Of Support To The Ministry Of Health In Responding To Other Communicable Disease Threats And Strengthening Of Immunization Programme Activities, Complimentary To The Covid-19 Response. Regional: Under Direction Of The Rcce Technical Officer, Based In Who Division Pacific Technical Support, Provide Support Pacific Countries And Areas Requests For Risk Communication And Community Engagement (rcce) Activities. Under This Scope Of Work, The Following Activities Are Anticipated To Be Undertaken (although This May Adjust Based Upon Country Needs And As The Situation Requires). Provision Of Technical Assistance, Remotely And If Possible, Via In-country Deployment, To Pacific Ministries Of Health In Their Planning And Implementation Of Rcce Activities For Covid-19 Vaccine Introduction. Through The Jimt Rcce Cell, Contribute To The Content Development Of Regional Pacific Rcce Materials And Guidance, In Collaboration With Other Partner Agencies.
