Development Of Medium Term Agenda And Integrated Strategic Plan For Adult And Elderly Health 2023-2028 & The World Health Organization (who) Is Seeking Offers For An Institutional Contractual Partner For The Development Of Medium-term Agenda And Integrated Strategic Plan For Audit And Elderly Health 2023-2028 Under An Agreement For Performance Of Work (apw) Contract. Background In 2019, The Philippines Passed The Foundational Universal Health Care Act (republic Act No 11223) Which Provides Comprehensive And Progressive Reforms To Ensure That Every Filipino Is Healthy, Protected From Health Hazards And Risks, And Has Access To Affordable, Quality And Readily Available Health Services To Meet Their Needs. To Accelerate The Achievement Of Uhc, The Health Sector Strategy 2023-2028 Identifies Three Fundamental Health Sector Goals: Better And Equitable Health Outcomes; Responsive Health System; And Improved Financial Risk Protection. These Are To Be Achieved Through Four Strategic Thrusts: Enable Filipinos To Be Healthy; Protect Filipinos From Health Risks; Care For Filipinos' Health And Wellness; And Strengthen Health Institutions And The Workforce. The Uhc Law In The Philippines Presents A Critical Opportunity To Reorient Health Systems To Meet The Needs Of People In All Life Stages, In Particular The Adult Population And The Increasing Number Of Ageing Population In The Country. While Health Outcomes In The Philippines Have Significantly Improved Through Many Significant Breakthrough Health Reforms, Progress Has Often Not Met Expectations, As Illustrated By The Non-attainment Of Many Key Targets In The 2017-2022 National Objectives For Health, Both For Communicable And Non-communicable Diseases (ncds). Ncds Including Cardiovascular Diseases, Diabetes, And Chronic Respiratory Disease, Kidney Diseases, And Their Risk Factors Continue To Be A Major Cause Of Disease Burden In The Philippines And Are Collectively Responsible For Almost 70% Of All Deaths In The Country. Nearly A Third Of These Deaths Are Premature Or Before Reaching The Age Of 70. The Rapidly Increasing Burden Of These Diseases Are Affecting Especially The Poor And Disadvantaged Populations Disproportionately, Contributing To Widening Health Inequities. Furthermore, Ncds And Their Complications (e.g., Blindness And Disability) Are Also Affecting Among The Elderly Population Which Adversely Affects The Quality Of Their Lives. Communicable Diseases, On The Other Hand, Continues To Pose A Burden In Our Health Systems. The Country’s Tuberculosis Incidence, For Example, Records About A Million Filipinos With Active Tb And Nearly 70 Filipinos Die Every Day From This Curable Disease. Furthermore, Our Country Is Also Facing The Fastest Growing Hiv Epidemic In The Western Pacific With Number Of Newly Diagnosed Hiv Infections At 32 Cases A Day. Even For Targets Such As Ending The Epidemics Of Hiv/aids, Tuberculosis, And Other Communicable Diseases, Which Have So Far Largely Been Addressed Through Vertical Initiatives, It Is Increasingly Recognized That A More Integrated Approach Based On Primary Health Care Is Essential To Sustain Progress And Continue To Make Gains. The Nearly-stagnant Incidence Of Infectious And Non-communicable Diseases In The Philippines Highlights The Complexity Of These Disease And The Influence Of Other Social Health Determinants. While Mostly Often Thought As Two Separate Competing Programs, They Are In Fact Intimately Related And When Interventions Are Integrated, Through A Life Course Approach, Can Produce Better Health Outcomes. When Integrated Together, This Can Result To An Intensified And Better Response In Speeding Up Progress Towards The Global Targets And Commitments, Anchored On The Universal Health Care Law Implementation In The Country. Hence, To Support The Implementation And Achievement Of Global Commitments Vis-à-vis Universal Health Care Law, The Development Of An Integrated, Responsive, People-centered Strategic Plan For Adult And Elderly Plan 2023-2028 Will Be Essential. Requirements/work To Be Performed Output 1: Approved Inception Report Deliverable 1.1: A Detailed Plan Of Action On How To Conduct The Project.
