Background The 2019 General Population Census Of Cambodia (2019 Gpcc) Was Conducted From 3 To 13 March 2019. The National Institute Of Statistics (nis) Has Finalized Transposing Of Paper Responses To The Census Database, And Is Now Moving To The Production Of The Main Report, And A Set Of Census Products, Among Them The In-depth Thematic Papers. These Reports Deal Comprehensively With The Various Topics For Which Data Were Collected In The Census. They Go Beyond The Tables And Graphs Presented In The Main Census Report. They Include Demographic And Statistical Analyses Of The Data And Its Interpretation Within An Appropriate Conceptual Framework And Focus On Development Planning And Socio-economic Policies. Seeking To Provide Comprehensive, Insightful And Up-to-date Demographic And Development Knowledge, The National Institute Of Statistics (nis) And The United Nations Population Fund (unfpa) Are Coordinating Partner Organizations To Engage Census Thematic Analysis Experts To Assist The Nis In Writing High-quality Thematic Analytical Reports. At The Same Time, Contractors Are Expected To Provide The Nis Staff Capacity Building In Census Analysis And Reporting. The World Health Organization Will Be Providing A Technical Expert To Write The Thematic Analysis On Aging. The Paper Is To Be Based On The Analysis Of Census Data, Although Other Sources May Be Used For Comparative Purposes Or In Order To Complete Some Analyses. The Contractor May Request Unpublished Tables, Graphs Or Statistical Analyses That They Need To Complete Their Work. This Will Be Done By The Data Processing Experts Of The Ict Department Or By The Contractor Themself If They Have The Appropriate Expertise. The Contractor Will Either Work In Cambodia, At The National Institute Of Statistics (nis), Or In Their Home Country. This Will Depend On The Global Covid-19 Situation And A Determination By The Who Cambodia Office As To The Feasibility Of Arranging Logistics For An In-country Visit. The Contract Will Be For Two Calendar Months, I.e. 40 Working Days. This Period Includes The Preparation Of The Paper, The Review By National Institute Of Statistics, And Production Of The Final Version. The Contractor Will Have Staff Of Nis Assigned To Them As Research Assistants. The Aim Is To Build The Capacity Of The Local Staff To Carry Out Such Work In Future.   Purpose/specific Objective Of The Activity The Primary Objective Of The Assignment Is To Produce A High-quality Thematic Analysis On Aging, Based On The Data Already Collected By The Cambodia National Institute Of Statistics As Part Of The Cambodia 2019 Census. Specifically The Contractor Will Analyse, Interpret And Present Information On Aging Provided By Data From The Cambodia 2019 Census. Many Societies Are Experiencing A Process Of Ageing, That Is, The Proportion Of The Elderly Population Is Increasing While The Proportion Of Young Population Is Decreasing. Cambodia, With Its Declining Fertility And Decreasing Mortality Is Starting To Experience These Phenomena. The Growing Old-age Population Is, In General, Considered Vulnerable Economically, Socially And Physically. Particularly Important Issues To Study Are Sex (gender), Living Arrangements, Dwelling Conditions And Access To Amenities, Economic Activity, Disability, And The Like. This Paper Should Also Include Relevant Comments On Cambodia’s Ageing Policy In Light Of The Results Found.   Description Of Activities To Be Carried Out Under The Supervision Of The Responsible Officer, Who Cambodia, The Contractor Will Undertake The Following Tasks: Review Available Data From The Cambodia 2019 Census; Review Other Materials And Documents Sourced From National Institute Of Statistics And Own Research; Work With Assigned Staff From National Institute Of Statistics To Produce An Inception Report; Work With Assigned Staff From National Institute Of Statistics To Produce A First Draft Of The Report On Aging; Present The First Draft By Stakeholders In-person Or Virtually, As Organized By The National Institute Of Statistics; Work With Assigned Staff From National Institute Of Statistics To Produce A Second Draft Of The Report On Aging; Submit Second Draft For Review By External Reviewer; Work With Assigned Staff From National Institute Of Statistics To Produce Final Draft Of The Report On Aging.   Methods To Carry Out The Activity ​​​​• Desk Review Of Data And Other Information Supplied To The Contractor. • Collaborative Work With National Institute Of Statistics Representatives Assigned To The Contractor. • Data Analysis Using Software As Required. Deliverables Inception Report. A Skeleton Of The Thematic Report Based On The On The Guideline To Be Provided To The Contractor. This Report Will Consist Of A Brief Summary Of The Contents Of Each Section. It Should Also Contain Draft Tables And Graphs To Be Included. This Will Be Reviewed By The Responsible Officer At Who, A Manager Of Nis, And The Chief Technical Officer Of The Cambodia 2019 Census. First Draft Of The Thematic Report. After The Assessment Of The Inception Report The Contractor, With The Support Of The Nis Staff Assigned As A Research Assistant, Will Prepare A Complete Initial Draft Of The Thematic Paper. Second Draft. The Contractor Will Present The First Draft To Selected Stakeholders, Editing The First Draft According To Agreed Modifications, If Any. The Result Will Be The Second Draft. Final Draft. After Finishing The Second Draft, The Contractor Will Send It To The Nis, Which Will Send It To An External Reviewer, Who Will Suggest Further Improvements To The Paper, If Any. The Contractor Will Make Suggested Modifications And Submit The Final Version.   Qualifications & Experience Education Essential: At Least A Master’s In Demography, Public Health, Statistics, Or Related.   Experience Essential: Translation Of Technical Clinical Or Public Health Documents. Desirable: Work In Public Health, Or In The Health System Of Cambodia.   Experience, Technical Skills & Knowledge Essential:  Minimum Five (5) Years’ Experience In Demographic Analysis, Analytical Report Writing For A Census, Population-based Survey, Or Large-scale Research, Preferably In Developing Countries And Preferably Related To Aging. Desirable: Demonstrated Proficiency In Census And Survey Data Processing Software Systems Such As Sas, Spss, Stata, Cspro Or Redatam. Knowledge And Experience With Demographic Software Packages Such As Mortpak, Pas And Spectrum Would Be An Added Advantage. Experience Working On The Health System Of Cambodia, Or In South-east Asia.   Soft Skills Leadership Skills In Multi-cultural Environments, On-the-job Training/coaching Skills, Strong Communication Skills.   Languages Essential: Fluency In English (writing, Reading And Speaking). Desirable: Fluency In Khmer.   Competencies Communicating In A Credible And Effective Way. Project Management, Including Ability To Liaise Effectively With Colleagues. Producing Results. Meeting Deadlines.
