Background The Data, Strategy And Innovation (dsi) Unit Was Established In 2019 In The World Health Organization Western Pacific Regional Office (who Wpro) In Response To The Regional Director’s White Paper “for The Future”. The Unit Focuses On Innovation, Data And Strategic Engagement With Countries On Health Systems Transformation. The Strategic Dialogue Team (dia), Housed Within Dsi, Leads The Health Futures Strategic Dialogue Process For Who Regional Office In The Western Pacific In Manila. The health Futures strategic Dialogue (hfsd) is A Foresight-based Process Enabling Member States to Develop And Drive A National Longer-term Transformation Agenda For Health Systems And Population Health And Wellbeing. hfsd involve Rigorous analysis and Debate of change Drivers Across (geo) political ( E.g. Trade Policies And Restrictions), Economic ( E.g. Inequalities In Income, Economic Growth, Labour Market Changes), Social (demographic And Cultural Changes, Patient/consumer Behaviour) , Technological ( e.g. precision Medicine, Gene Drive, Ai, Virtual Reality), environmental (e.g. climate Change, Air Pollution) dimensions; institutionalisation Of foresight functions; And formulation of long-term Agendas for Health Systems transformation.    This Process Will Apply Futures Planning Approaches, Often Used In The Private Sector, To Health Systems Planning And Design. The Rationale For This Approach Is That If The Longer-term Vision Is Clear, The Shorter-term Planning Is More Effective In Preparing Health Systems For The Future. Traditional Planning Generally Strives To Overcome Problems And Issues Being Faced At The Time Of Planning And From Experiences In The Recent Past. This Retrospective Approach Can Result In Short-sighted Changes That May Not Meet The Challenges Posed By A Rapidly Changing World With Emerging Environmental Threats, Demographic Shifts And Technological Opportunities. By Contrast, A Hfsd Is Based On A Prospective Approach, By Which A Vision For The Health Future In 2050 Is Developed And Policies And Plans To Achieve That Vision Are Formed Through Backcasting.   In Response To Covid-19, The Hfsd Process Was Tested, Modified And Coupled With An Agile Methodology Through The Establishment Of Four Thematic Virtual Think Tanks In March 2020. Multi-disciplinary Teams Tasked With Looking At The Future Through A Specific Impact Lens (non-pharmaceutical Interventions, Non-covid Mortality, Equity, Ethics And Human Rights) Were Established. The Teams Worked Over Several Short Sprints, Describing Future Scenarios And The Impact On Health Systems, Outcomes And Status. Using A Back-casting Approach, The Teams Then Helped Identify Strategic Actions For Who And Countries That Future-proof Systems And Responses, Manage Hyper Change And Build Resilience. The Who Regional Office Has Also Engaged In A Series Of Hfsd Processes With Who Country Offices. The Hfsd Process Aims At The Highest Levels Of Political Leadership And Includes A Wide Range Of Health Relevant Stakeholders From Multiple Sectors, Development Partners, Civil Society, Academia, And Private Sector (depending On Country And Context). Inclusive Participation Will Ensure Both Relevance And Quality Of The Hfsd Process, And Support Ownership Of Process Outcomes And Transformation Agendas Over Time.  The Health Futures Strategic Dialogues Have Two Main Functions: (1) Leads To The Development Of Long-term Transformation Agendas For Health Systems And For Healthier Populations  (2) Builds Capacity And Institutionalises Foresight Perspectives In Countries    The Hfsds Are Currently Being Established In Mongolia, Malaysia, And The Philippines Working Primarily With Who Country Offices Supported By Who Wpro. This Terms Of Reference (tor) Relates To The Two Processes In Malaysia And/or The Philippines Specifically. Given The Rapidly Evolving Covid-19 Response, The Consultancy Is Expected To Have High Flexibility To Respond To On-site Or Remote Work.   Purpose/specific Objective Of The Activity To Provide Who Wpro And Project Stakeholders With Process Design And Facilitation, Capacity Building And Knowledge Management Expertise For A Health Futures And Foresight Process For Malaysia And/or The Philippines. This Requires That The Vendor Is Present In The Specific Country(ies) For The Duration Of The Contract.   Description Of Activities To Be Carried Out Overall Project Development, Documentation And Knowledge Management • Support The Strategic Conceptualization Of The Overall Project. • Produce Short Written Reports/briefs For Each Phase Of The Project. • Produce Visually Appealing And Easy-to-grasp Multi-media Products That Facilitate Project Implementation And Uptake Of Project Outputs. These Outputs May Include Data Visualisations, Videos, Futures Decks, Futures Facilitation Tools, Among Others. • Develop A Process That Elicits The Country’s Interest To Embark On A High-level Futures Dialogue, Catalyse Changes In The Working Approaches/organizational Culture And Mindsets On Transforming Health Process Design • Expand On The Preliminary Work Carried Out By Who And Conduct Detailed Stakeholder Mapping And Scoping At Country Level – This Will Include Mapping Cultural Contexts And Sensitivities, Among Others. • Working With The Regional Office Dia Team To Design Country Level Health Futures Strategic Dialogues That Enable Transformation And Culture Change While Also Supporting Leadership At Different Levels Of Government. The Specific Design Should Be A Country-specific Interactive Approach Based On Futures And Foresight Methodologies. The Country(ies) May Have Different Requirements According To The Evolution Of Covid-19 Pandemic Restrictions In Those Countries – Such As Restrictions On Movement, Gatherings Or Teleworking Policies. As Such, A Local Presence Is Essential And An Ability To Conduct Workshops Virtually, When Or Where Necessary. • Within The Hfsd Design, Identify How Different Stakeholders At Different Levels Of Theirorganization Will Be Engaged In The Process And Enable Discussion And Tangible Pathways For Transformation And Culture Change. Process Implementation • Facilitate, With The Support Of Who Wpro, The Above-designed Activities Within The Health Futures Process, Such As Through Futures Workshops Or Other Futures-oriented Methods. • Working With The Who Co To Organise The Workshops And Events That Are Part Of The Process. This Would Include Managing The Logistics, Communications, Materials And Event Organization. • Development And Management Of The Material Required For Each Event. Ensure An Interactive, Visually Appealing And Easy-to-grasp Format. Ensure Learning Objectives, Designed With Who, Are Met For The Activities. Debrief And Short Report After Event • Deliver A Process That Supports Stakeholders To Identify A Transformation Agenda For The Health Systems. Evaluation • Collate, Analyse And Synthesize The Outputs Of The Health Futures Strategic Dialogue Activities. Use This Information To Co-develop And Iterate Country Processes With The Who Project Team And Implement New Dialogue Processes That Support Relationship-building And Meaning-making Between Project Stakeholders To Ensure Overall Project Coherence, Technical Integrity And Successful Delivery Of Outputs And Outcomes. Communication • Lead The Development Of Workshop Reporting And Evaluation. • Support The Development And Publication Of Research And Workshop Findings That Contribute To The Overall High-level Process And Objectives Of The Hfsd. • Building On Work Carried Out In The Initial Mapping And Understanding Of Local Context, Support The Communication Of The Hfsd To Various Audiences In Country.   Methods To Carry Out The Activity Overall: • A Timeline And A Detailed Implementation Plan (including Estimated Budgets) For Process Milestones And Deliverables Based On The Who Research Scoping And Strategy Document. • Monitoring And Evaluation Framework(s) That Capture Critical Metrics For Each Of The Project Phases, Including Overall Process And Project Success As Well As Methods For Evaluating Impact/outcome (by Country). • Baseline And Post-project Assessments Of Learning/observable Adaptations In Collaborative Thinking And Practice (inner And Outer Process Learning). • Collation And Packaging Of Meeting, Agenda And Health Futures Dialogue Designs Including Any Used Visual Frameworks, Templates And Tools, Process Road Maps, Dialogic Practices, And Reports Etc. To Enable Replication And Ongoing Adaptation By Who And Programme Implementation Partners.  • Documentation Of Significant Learning And/or Change Moments In The Project Cycle. • Multi-media Products, Where Appropriate, Ready For Public Dissemination. • Facilitator And Learner Guides For The Health Futures Dialogue Activities. • Copyright- The Copyright Of All Deliverables Will Be Solely Invested In The World Health Organization. • It Is To The Discretion Of Who At Country Level To Transfer Copyright For Strategic Documents To The Respective Government Or Responsible Ministry Of Health Division. Specific Activities And Deliverables Timeline: The Project Should Be Completed Between The Following Dates 1 November 2020 To 31 March 2021   Project Phase 1 • Conduct And Produce Complete Stakeholder Mapping. • Conduct And Produce Complete Mapping Of Cultural Context And Potential Sensitivities. • Produce Short Written Report Including Above Elements For The Phase Of The Project. Project Phase 2 • Produce Country-specific Design For The Health Futures Dialogue Process. • Produce Relevant Content And Learning Resources Including Facilitation Guides. • Produce Risk Analysis And Mitigation Strategy Of Proposed Activities. • Produce Short Written Report Including Above Elements For This Phase Of The Project. Project Phase 3 • Organize All Activities In Close Coordination With The Who Co. • Implement And Run, With The Support Of Who Co And Who Regional Office In The Western Pacific, The Agreed And Designed Activities Within The Health Futures Process. • Ensure All Stakeholders Understand And Agree On Learning Objectives For The Activities. • Produce All Materials And Provide Complete Resource Package Of Visually Appealing And Easy-to-grasp Materials. • Deliver A Process That Supports Stakeholders To Identify A Transformation Agenda For The Health System. • Produce Short Written Report After Each Completed Event Including Relevant Elements For This Phase Of The Project. Project Phase 4 • Produce Final Evaluation And Technical Report. • Produce A Specific Briefing Note On How This Iterative Process Has Enabled Transformation And Culture Change. • Engage In Co-development With The Who Project Team To Use Learnings Of This Process To Design And Implement New Dialogue Processes. • Presentation To Who And Support Joint Dissemination With The Government Of The Respective Country Or Ministry Of Health To Stakeholders On The Project Journey, Findings, Lessons Learnt And Impact.   Qualifications & Experience The Provider Shall Be An Institution Operating In The Field Of Futures And Strategic Foresight With Proven Expertise In Applying Futures Methodologies In Participatory And Systemic, Collaborative Action Between Diverse Stakeholders (across Sectors, Disciplines And Professions) Towards Achieving A Common Purpose And Goal. The Institution Should Have Demonstrated Experience Of Having Worked With Academia, Governments And Community-based Organizations And Be Highly Skilled In Relationship Management And Evaluation Of Complex Projects.  An Accreditation Or An On-going Accreditation Process By A Certified Accreditation Body Will Be An Asset.   Experience Previous Work With Who, Other International Organizations And/or Major Institutions In The Field Of Futures And Strategic Foresight Is Required. Local Presence And Contextual Understanding, Particularly During Covid-19, In The Country(ies) Is Strongly Preferred. Proven And Demonstrable Experience Required In: • 5+ Years Conducting High Level And Community Multi-stakeholder Workshops And Dialogues Related To Futures And Strategic Foresight Processes; • 5+ Years Leading And Communicating Futures And Strategic Foresight Processes; • 5+ Years Designing And Implementing Action Research Related To Futures And Strategic Foresight Processes Leading To Policy Development And Impact At Community Level; • Extensive Experience Communicating Complex Issues While Confidently Working In Emergent Processes; • Evaluation Of Innovative And/or Proof-of-concept Approaches To Demonstrate Impact And Outcome. • Working In Partially Or Entirely Virtually Environments, Particularly During Covid-19. • Availability To Provide Consultant Working Onsite In Who Malaysia And Who Philippines The Contractor Should List And Describe These Experiences As Part Of The Proposal. Reference Checks Will Be Conducted On Winning Bids. The Contractor Is Expected To Dedicate One Project Manager Who Will Be Who’s Main Focal Point Throughout The Implementation Of The Project.
