Background Population In Wpro Countries Is Ageing Very Rapidly And Countries Need To Anticipate Changes And Take Early Actions To Address Cross-sectorial Challenges Related To Ageing. The Proportion Of Palauan Citizens Over The Age Of 60 Is Estimated To Rise From The Current 9.9% To 24.6% By The Year 2025. In March 2020, The President Of Palau Signed Into Law A Bill Which Requires The Development And Implementation Of A Comprehensive National Policy On Care For The Aging. Additionally, The Bill Calls For The Development Of A Plan For The Construction Of A Social Service And Care Center For The Aging. Due To The Covid-19 Pandemic, The Development Of These Plans Was Temporarily Put On Hold. In 2021, The Government Of Palau Requested Who’s Technical Support For The Development Of The National Policy On Care For The Aging And Its Implementation/demonstration In The Communities. Under The Guidance By Country Liaison Officer, Northern Micronesia, The Incumbent Will Support The Development Of The National Policy On Care For The Aging. This Work Will Be Undertaken In A Close Collaboration With The Government Counterparts, Members Of The Coordinating Committee On Care For The Aging, Relevant Teams In Who, And Other Partner Organizations. The Incumbent Will Work Closely With The Who Clo And The Wpro Healthy Ageing Team To Ensure A Coordinated Cross-cutting Support.   Purpose/specific Objective Of The Activity The Incumbent Will Support The Government To Develop A Comprehensive National Policy On Care For Ageing In Palau And Support Design And Implementation Of Healthy Ageing Programmes In Close Collaboration With The Relevant Government Counterparts, Who And Other Partner Organizations.   Description Of Activities To Be Carried Out The Incumbent Will Support The Government In: Drafting Of The National Policy On Care For The Aging; Drafting Of The Plan For The Inception Of A Social Service And Care Center For The Aging; Planning And Implementation Of The Activities/programmes For Healthy Ageing (‘demonstration Programs’). All The Work Will Be Performed Under The Guidance Of The Coordinating Committee On Care For The Aging And The Who Technical Experts. Output 1: Support Drafting Of The National Policy On Care For The Aging. Deliverable 1.1 Convene Meetings Of The Coordinating Committee On Care For The Aging For Priority-setting And Strategic Planning Of The National Policy. Deliverable 1.2 Conduct At Least One Round Of Stakeholder Consultations (decision Makers, Implementers And The General Population) To Conduct A Needs Assessment And Prepare A Situational Analysis. Deliverable 1.3 Support Writing Of The First Draft Of The National Policy (with Support From The Who Technical Unit). Deliverable 1.4 Conduct The Second Round Of Stakeholder Consultations And Update The Draft; Submit Final Draft Of The National Policy. Output 2: Support Drafting Of The Plan For The Construction Of A Social Service And Care Center For The Aging. Deliverable 2.1 Conduct At Least One Round Of Stakeholder Consultations (decision Makers, Implementers And The General Population); Stakeholder Consultations To Take Place In Person Or Virtual, To Be Advised By The Ministry Of Health. International Experience Within Who Or Other Un Organizations At Multiple Geographical Locations. Demonstrated Experience In The Community-related Work.
