The Council Has Legal Duties To Comply With The Following Legislation And Provide Or Commission The Following Services In Response: • Care Act Advocacy To Comply With The Care Act 2014 • Independent Mental Capacity Advocacy (imca) Including Deprivation Of Liberty Safeguards Advocacy (imca Dols), And Relevant Paid Persons Representative Service (rppr) To Comply With The Mental Capacity Act 2005 And The Mental Capacity Amendment Act 2019 • Independent Mental Health Advocacy (imha) To Comply With The Mental Health Act 1983 • Independent Health Complaints Advocacy Service (ihcas) To Comply With The Nhs And Social Care Act 2012. This Service Consolidates The Following Requirements Into An Integrated Service Provision: • Independent Mental Capacity Advocacy (imca) • Imca Deprivation Of Liberty Safeguards (imca Dols) • Relevant Persons Paid Representative (rppr)/volunteer Relevant Persons Representative (vrpr) • Care Act Advocacy (caa) • Independent Health Complaints Advocacy Service (ihcas) Locally Branded As Wolverhampton Health Advocacy Complaints Service (whacs) • Independent Mental Health Advocacy (imha) • Community Advocacy (non-statutory Advocacy) It Is Intended That Integration Of These Services Will Enable The Following Benefits: • A Consistent Service With Streamlined Processes • Reduce Duplication And Improve Service Delivery • Improve Awareness For Potential Clients And Referrers To Make Appropriate Referrals And Seek Support At An Early Stage • Continuity Of Advocacy Support To Individuals Receiving A Service • Reduce The Number Of Times That Clients Must Describe Their Experiences To Different Advocates And Providers • An Efficient And Effective Service For The People Who Will Use It And Ensuring Value For Money • Enable The Flexible Deployment Of Resources To Manage Demand. The Total Value For This Provision Is £1,356,360. The Value For Each Service Per Annum Is The Following: • Independent Mental Capacity Advocacy (imca) - £77,854.49 • Imca Deprivation Of Liberty Safeguards (imca Dols) - £34,993.83 • Relevant Persons Paid Representative (rppr)/volunteer Relevant Persons Representative (vrpr) - £73,785.44 • Independent Health Complaints Advocacy Service (ihcas) Locally Branded As Wolverhampton Health Advocacy Complaints Service (whacs) - £37,435.46 • Independent Mental Health Advocacy (imha) - £31,378.59 • Community Advocacy (non-statutory Advocacy) - £15,462.39 Prices Quoted Will Be Deemed To Be Fixed For The First 3 Years Of The Contract. Any Uplifts Within The Stated Extension Period Will Require A Business Case And Approval From The Council, However, The Council Provides No Guarantee That An Uplift Will Be Applied.

City Of Wolverhampton Council Requires An Established And Competent Contractor (the Contractor) To Provide Asbestos Removal Services For The Councils Corporate And Community Buildings And Maintained Schools. The Council Has A Diverse Stock Portfolio Which Includes Various Types Of Sleeping Accommodation, Commercial And School Buildings And Environments. Examples May Include (but Are Not Limited To): • Single Occupier And Multiple Occupancy Buildings -low And Medium -rise Buildings, Including Those Housing Vulnerable Persons • Common Areas Of Buildings, E.g., Circulation Areas And Means Of Escape • Managed Public Access Buildings • Commercial Buildings Such As Schools, Offices And Shops • Boiler Rooms / Pump Houses • Offices Including Those Occupied By Multiple Tenants • Supported/care Sleeping Accommodation Asbestos Removal/remedial Works Must Be Carried Out In Accordance With The Following Regulations/guidance's: •the Control Of Asbestos Regulations 2012 •construction Design And Management Regulations 2015 •approved Code Of Practise L143 •the Licensed Contractors Guide Hgs247 •health And Safety At Work Act 1974 •the Hazardous Waste Regulations 2005 Further Tender Information Is Available Via The Council's Dedicated Tender Portal, Available Here: Www.wolverhamptontenders.com
