The bidder is required to have prior work experience in construction of Eligible Projects, with a sum total of payments received for such projects being more than 2.5 times the Estimated Project Cost. At least one-fourth of this threshold should be from Eligible Projects in Category 1 and/or Category 3. The bidder should have undertaken at least one Eligible Project of Railway Sector of value not less than 35% of the Estimated Project Cost and received payments for not less than 75% of the present Contract Value of such project. For Railway Electrification works, the bidder should have experience in overhead equipment system of railway electrification for a railway system, metro system, suburban transit system, high-speed railways, substation, and transmission lines. Specifically, for a project to qualify as an Eligible Project under Categories 1 and 2, the bidder should have undertaken the project as a PPP project and held a minimum of 26% equity in the company owning the Eligible Project. The capital cost of the project should be more than 10% of the Estimated Project Cost. For a project to qualify as an Eligible Project under Categories 3 and 4, the bidder should have received cumulative payments from its client(s) for construction works executed, fully or partially, in the last 5 previous financial years and the current financial year. The amounts actually received during such 5 financial years shall qualify for purposes of computing the Technical Capacity, but receipts of less than 10% of the Project cost (i.e., Rupees 14.4038 Crore) shall not be reckoned as receipts/execution of Eligible Projects. The bidder should have received payments for not less than 75% of the present Contract Value of an Eligible Project of Railway Sector, with a value of not less than 35% of the Estimated Project Cost. A specific monetary value of Rupees 14.4038 Crore is mentioned, which is 10% of the Project cost, as the threshold for considering receipts as execution of Eligible Projects.
