To be considered, bidders must have completed at least three web portal development projects in the government sector, PSUs, or government statutory bodies. At least one of these projects should be a workflow-based solution. Three projects earn 10 points, three to five projects earn 15 points, and more than five projects earn 20 points. Bidders should also have a work order or live URL demonstrating experience with municipal or general e-governance solutions. A single order valued at or above 90 lakhs earns 20 points; two orders with a cumulative value of 60 lakhs or more earn 15 points; and two orders with a cumulative value of 50 lakhs or more earn 5 points.
