The bid capacity required to bid can be calculated using the formula: Bidding Capacity = 2A - (B+C), where A = Maximum turnover in any one year during the last three years, B = Value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed, and C = Value of existing Tender. Additionally, a bidder’s maximum bid capacity shall be calculated as 2 (two) times of the bidder’s highest Annual Turnover in any of the preceding last 3(three) years. The bid capacity also involves meeting the financial and work order criteria, which are directly tied to the package value of the tender. The minimum annual turnover required is equal to the package value. For packages more than Rs.5 crores, the bidder should have at least 1 (one) single Civil work order of value not less than 60% of the package value or 2 (two) works equaling 70% of package value. For packages up to Rs.5 crore, the bidder should have at least 1 (one) single civil work order of value not less than 50% of the package value. Therefore, the bid capacity required involves meeting these financial and work order criteria. The formulas for bid capacity are:
- Minimum Annual Turnover: Package Value
- Minimum Single Work Order for Packages > Rs.5 Crores: 0.6 * Package Value (or 2 works totaling 0.7 * Package Value)
- Minimum Single Work Order for Packages ≤ Rs.5 Crores: 0.5 * Package Value
- Bidding Capacity: 2A - (B+C) Where, A = Maximum turnover in any one year during the last three years B = Value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed.
C = Value of existing Tender. In case a bidder has already been awarded work equal to twice his Annual Turnover of the last 3 (three) years but has received some running payment against those works, the bidder would be eligible to bid for new works to the extent of payments already received by him.

The required prior work experience for the bidder includes having at least 1 (one) single civil work order of value not less than 60% of the package value or 2 (two) works equaling 70% of the package value for package values more than Rs. 5.00 crores. For package values up to Rs. 5.00 crores, the bidder should have at least 1 (one) single civil work order of value not less than 50% of the package value. Regarding the value and percentage of similar works completed, bidders who quoted less than 10% below the package value/estimate rate will be retained and qualify for allotment. The minimum allowable lowest quoted value (ALQV) would be calculated by subtracting 10% of the package value. For example, if the package value is Rs 1,00,000.00, the ALQV will be Rs 90,000.00 (10% of 1,00,000.00 is 10,000.00, subtracted from 1,00,000.00). Another example given is if the package value is Rs 1,99,879.00, the ALQV will be calculated as Rs 1,99,879.00 - (10% of 1,99,879.00) = Rs 1,79,891.10, rounded up to Rs 1,79,891.00. Any quoted value less than this amount would be rejected. The bidder needs to submit a self-certified up-to-date progress report of all works awarded to them for the past 5 years, and a copy of a single work order having a minimum value as per specific clauses. The bidder should also submit an Abstract of Annual Turnover for Civil works only for the preceding Five Financial Year from a registered Chartered Accountant (CA), and tables containing Annual turnover of the Bidder during the last 3 years and value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed.
