Request For Sf 330s, Ae Construct Contingency Water Supply (commissioning) scope Of Work the Commissioning Firm Shall Furnish Professional Services As A Commissioning Agent And Consultant For Project Number 583-17-107 Construct Contingency Water Supply Project . The Project Was Designed To Supply A 500,000-gallon Water Tower, Associated Pump House, And All Necessary Equipment And Utilities To Complete The System. The Project Is Located At The Richard L Roudebush Va Medical Center Addressed 1481 W 10th St, Indianapolis, In 46202. the Commissioning Agent Shall Certify That The Design And Construction Meet All Applicable Federal Mandates. The Commissioning Firm Will Be Used As A Consultant And Subject Matter Expert To Support The Contracting Officer (co) And Contracting Officer Representative (cor) During Construction Of The Project. The Commissioning Firm Must Follow All Commissioning Standards And Procedures Listed In The Construction Specifications Included With This Solicitation. the Commissioning Firm Shall: conduct A Preliminary Review Of All Drawings And Specifications Included In The Construction Documents To Ensure Compliance With All Applicable Current Codes And Regulations. Review All Project Rfi S, Submittals, And Shop Drawings To Ensure Compliance With The Contract Documents. Review Of Submittals, Shop Drawings, And Rfi S Shall Be Completed, And A Response Returned To The Cor Within 3 Business Days Of Receipt. review Installation Of All Specified Materials, Equipment, And Utilities To Ensure Compliance With The Contract Drawings And Specifications. develop A Commissioning Plan. The Construction Process Has Already Begun. Due To This, The Commissioning Firm Is Responsible For Assessing All In-place Work For Compliance With The Contract Documents. The Commissioning Plan Shall Indicate A Schedule To Assess All In-place Work In A Timely Manner To Catch Up To Ongoing Construction. The Remainder Of The Commissioning Plan Shall Align With The Current Project Schedule. Critical Construction Items Shall Be Identified In The Commissioning Plan. The Commissioning Plan Will Be Updated If The Construction Schedule Is Changed. perform Weekly Visits Throughout The Project Duration. A Minimum Of Forty-five (45) Site Visits Should Be Performed Throughout The Duration Of The Contract Period In Addition To The Final Site Visit Taking Place During The Warranty Period. Site Visits Shall Be Coordinated To Observe Critical Construction Items Throughout The Project Duration. verify The Proper Performance Of Installed Components And Systems. This Shall Include Inspection And Testing Of Fire Suppression, Plumbing, And Electrical Systems, Subsystems, And Equipment For Compliance. The Commissioning Firm Shall Conduct Equipment Startup Testing For Any Applicable Equipment Installed As Part Of This Project. provide A Detailed Report Following Each Site Visit Describing Any Items That Were Not Installed According To The Contract Documents. The Report Should Also Describe Items That Were Corrected Since The Previous Site Visit And Their Compliance With The Contract Documents. This Report Shall Be Submitted To The Cor Within 3 Days After Conducting A Site Visit. provide A Plan Of Remediation For All Work Found Not To Be In Compliance With The Contract Documents Or Applicable Codes. This Process Will Include Submitting Corrective Drawings And Specifications Clearly Noting All Items Needing Remediation. be Responsible For Clarifying Any Discrepancies Between The Construction Drawings, Specifications, And Any Applicable Codes. The Commissioning Firm Shall Provide Necessary Recommendations And Drawings To Correct Any Discrepancies. be Available To Attend Any Virtual Or Onsite Meetings At The Request Of The Co Or Cor When Given A Notice Of At Least 3 Business Days. respond To The Va Within 24 Hours On Items Clearly Designated An Emergency. train The Va S Operations And Maintenance Personnel In Accordance With The Specifications. monitor Construction Progress Related To The Project Schedule And Notify The Cor Of Any Delays. perform The Final Punch List Noting Any Items Needing Remediation Prior To Project Close-out. assist In The Preparation And Review Of The Operation And Maintenance Manuals For All Equipment Included In This Project. provide A Final Commissioning Report. commence Work And Initial Site Visit Within 7 Days Of Receiving The Ntp. follow And Comply With All Project Applicable Commissioning Specifications Listed On The Va Technical Information Library (til) Available At Http://www.cfm.va.gov/til/index.asp additional Commissioning Firm Responsibilities: rlr Vamc Is A Federal Facility. Contractors And Subcontractors Shall Comply With All Federal, State, And Local Laws. The Most Stringent Law Shall Apply Regardless Of Agency Hierarchy. The Commissioning Firm Shall Utilize All Current Codes Applicable To This Project. the Commissioning Firm Shall Obtain All Necessary Licenses And/or Permits Required To Perform This Work. The Commissioning Firm Shall Take All Reasonable Precautions Necessary To Protect Persons And Property From Injury Or Damage During The Performance Of This Contract. The Commissioning Firm Shall Be Responsible For Any Injury To Their Employees, As We As Any Damage To Personal Or Public Property That Occurs During The Performance Of This Contract. The Commissioning Firm Shall Maintain Personal Liability Insurance And Property Damage Insurance Having Coverage For Limits Required By Indiana State Law. no Travel For Government Employees As A Result Of This Project Is Anticipated. Employees Of The Commissioning Firm Will Be Required To Travel From Their Place Of Business To The Place Of Performance Indicated Above For The Purpose Of Field Investigations, Equipment And System Testing, Weekly Inspections, Final Inspection, Training Of Va Personnel, And Closeout Document Preparation. These Costs Must Be Included In The Commissioning Firm S Preliminary Proposal. the C&a Requirements Do Not Apply And A Security Accreditation Package Is Not Required. safety the Commissioning Firm Shall Be Thoroughly Familiar With All Rules And Regulations Regarding Safety. A 30-hour Osha Competent Person Shall Be Permanently Present During All Work To Be Performed, And All Additional Workers Shall Have A Minimum Of A 10-hour Osha Certification. All Welders, Pipefitters, Carpenters, Electricians, Etc. Performing Work Must Present A Valid Certification For Their Respectable Trade. all Work Associated With This Project Shall Follow The Va Regulations Concerning Safety, Infection Control Requirements, Interim Life Safety Measure Requirements, Parking, Personnel Access, And Proper Removal/safe Disposal Of Construction Waste And Debris, As Listed In The Specifications And Drawings. The Commissioning Firm Shall Abide By All Icra Requirements That Are Put Into Place By The Va Infection Prevention Team. The Cor Shall Provide Requirements And Forms To The Commissioning Firm. all Work Will Be Performed In Accordance With The Icra, But It Will Be The Responsibility Of The Commissioning Firm To Keep The Construction Areas Clean And To Not Damage The Existing Equipment.
