Description: Preliminary information for information purposes only - general guidelines (services) award of the Neckargemünd line bundle. The Rhein-Neckar district, the city of Heidelberg and the Verkehrsverbund Rhein-Neckar GmbH as local and regional task carrying organization in the Bergstrasse district intend to award a public service contract within the meaning of Regulation 1370/2007 with an expected term until the timetable change in December 2036 as public transport task carrying organization and the competent authorities within the meaning of Regulation 1370/2007 in accordance with Art. 5 Para. 1 Vo 1370/07 in conjunction with Part 4 of the GWB as of December 13, 2026 for the Neckargemünd Vrn line bundle. They use the Rhein-Neckar Kör transport association, represented by the Rhein-Neckar transport association GmbH - both B1 3-5, 68159 Mannheim - as a joint awarding body. The provision of scheduled services in the form of bus services to be licensed is awarded on the basis of the current local transport plans of the Rhein-Neckar district, the Bergstrasse district and the city of Heidelberg. The Neckargemünd route bundle currently consists of the VRN bus routes 735, 736, 737, 743, 744, 746, 748, 752, 753, 754, 755 and 817, the timetables of which can be accessed via the VRN timetable information at www.vrn.de. The qualitative and operational specifications to be observed in the context of the transport contract in addition to the timetable scope to ensure adequate transport service arise from the stipulations of the local transport plans of the responsible authorities and the joint local transport plan of the Rhine-Neckar transport association (in this regard, the chapters on quality and quality assurance within the framework of the Gnvp of the VRN are to be observed in particular). On the basis of the statute on a uniform network tariff in the Rhine-Neckar transport association (general regulation), the network tariff of the Rhine-Neckar transport association is to be applied, including all transitional tariff regulations. The timetable concept is to be retained at least in its current scope. On the existing lines, individual adjustments are to be made with regard to travel times, cycle times, service periods and route routes. These include, among other things, changing routes in Neckargemünd and optimizing the travel times of lines 735, 752, 754 and 755 between Heidelberg and Neckargemünd in order to avoid parallel journeys with line 35 and to make better use of synergy effects. On all lines, the S-Bahn timetables current at the start of operations will be taken into account in order to improve coordinated connecting connections to the relevant local public transport hubs (in particular Neckargemünd station, Neckarsteinach). The connection to areas not previously served by local public transport will be examined. This includes, among other things, examining a connection to the Mühlrain / Hollmuth area in Neckargemünd. The establishment of additional stops or the relocation of current ones will also be examined. The use of vehicles with alternative drives is planned on some lines. It will also be examined whether an on-demand service can also be introduced for some lines. An automatic passenger counting system is to be used to determine demand values.
