the Remote Visual Assessment (rva) System Provides Video Surveillance Of Top-side Activity At The Usaf Minuteman Iii (mmiii) Launch Facilities (lfs), Missile Alert Facilities (mafs) And Missile Support Centers (msc). Rva Is A Diverse Network Distributed Across Three Missile Wings (mws): Malmstrom Afb, Mt (wing I), Minot Afb, Nd (wing Iii), And Fe Warren Afb, Wy (wing V), Strategic Missile Integration Complex (smic) At Hill Afb, Ut, Jgsoc Barksdale, La And Network Operations Center (noc) Near Hill Afb, Ut. The System Provides Real-time Threat Assessment And Situational Awareness For Critical Nuclear Assets By Security Forces (sf). Rva Consists Of A Fixed Camera And A Pan-tilt-zoom (ptz) Camera Mounted On The Same Pole, Outside The Fence Of Each Lf. Signals Are Transmitted Through Point To Point (ptp) Radios, Utilizing Supporting Network Equipment Including Routers, Switches, Firewalls And Cabling. The Rva System Is Running 24/7 At All Locations And Data Transmission Is Secured Through End-to-end Encryption.
rva Is Currently Being Sustained On A Contractor Logistic Support (cls) Contract. The Cls Contract Provides Efficient And Effective Depot-level Maintenance For: 1) Physical Interfaces At The Lf; 2) Physical Interfaces At Monitoring Stations; 3) Rva Surveillance System; 4) Rva Monitoring System; And 5) Rva Data Transmission System. The Standalone Rva Components Are All Commercial-off-the-shelf (cots), Integrated Into A System.

lfs Are Unmanned Facilities Where Operational Mmiii Missiles Are Located. The Rva System Monitors The Top Side Of The Lf For Sfs. Rva Equipment At The Lf Externally Mounts To A Concrete Pole At Approximately 30 Feet High Outside Of The Lf Fence. The Equipment Is Stored In A Weather-rated Enclosure. The Enclosure At The Lf Has Sensors To Detect Door Tampering/unauthorized Access, Which Triggers A Notification; The Fsc At The Affected Maf Will Receive A Visual Notification Alarm. The Fixed Camera And The Ptz Camera Are Attached To The Enclosure Containing All Supporting Equipment. The System Uses Ptp Radios To Communicate With The Fsc At The Maf. The System Uses Infrared (ir) Illuminates To Enhance Nighttime Visibility. Rva Uses The Digital Video Recorder (dvr) Located Inside The Enclosure To Store Captured Video Data.

A Workstation Consists Of One Computer With Two Monitors. The Networking Equipment Transmits Data From The Workstation To The Network Video Recorder (nvr) And Is Stored In A Locked Communication Room. Some Networking Equipment Is Stored In A Weather-rated Box, At The Base Of The Communication Tower Inside The Perimeter Fence. Additional Networking Equipment Is Located Inside The Communication Room. The Towers Range From 120 To 300 Feet Tall. Certified Climbers Are Required To Perform Maintenance And Inspection On Towers.

Details: The Subject of the Public Procurement is the Conclusion of a Contract for Works with a Single Supplier for the Construction of a Temporary Roundabout of Mostní X Frýdecká Streets in the Area of Existing Paved Areas Managed by the Contracting Authority. A Combination of Horizontal and Vertical Markings Together with Traffic Equipment is Used for the Design. Technical Specification: Within the Existing Area, It Is Possible to Place a Mesh with a Max. External Diameter of 19.50 M in Place. The Middle Island Is Designed from Concrete City Block Elements of 1.0 M Length, Which Will Be Placed According to the Trajectories of the Passage of the Longest Vehicle Considered in the Place, Which May Be a Bus of 15.00 M Length or a Semi-trailer. The classic concrete ring road is proposed to be replaced by installing short transverse speed bumps, which will direct passing vehicles (especially passenger and delivery vehicles) to the proposed ring road. The islands at the entrance to the intersection are proposed to be made from a combination of Vdz V4 0.25 and V13, in which a plastic beacon Honor will be placed. The minimum width of the entrance lane to the intersection is designed to be 4.05 m. In the direction of travel from Ul. Mostní to Ul. Pulnicíté, a modification is then designed from City Block elements with a length of 2.0 m, limiting the tangential passage of vehicles in this direction. 2. Instructions For Preparation Of Pre-proposal And Proposals
a. Proposals To This Baa Are Reviewed Using A Two-step Process. To Be Considered For An Award, Respondents Are First Required To Submit A Pre-proposal. Multiple Submissions Are Allowed And Encouraged If A Respondent Wishes To Be Considered For Award Under More Than One Of The Task Areas Identified Above. Separate Submissions Would Be Required For Each Area Of Interest.
(1) For Fy26, The Pre-proposal Submission Deadline Is No Later Than 3:00 Pm Est, 30 November 2024. If The Pre-proposal Submission Is Selected, The Second Step Will Be A Request For Full-proposals. The Deadline For Full-proposal Submission Is No Later Than 3:00 Pm Est, 28 February 2025. Proposals Received After The Due Date Will Be Considered Only If Funding Remains Available. These Dates Are Applicable To Work Beginning In The Funding Cycle Starting 1 October 2026.
(2) For Fy27, The Pre-proposal Submission Deadline Is No Later Than 3:00 Pm Est, 30 November 2025. If The Pre-proposal Submission Is Selected, The Second Step Will Be A Request For Full-proposals. b. This Synopsis Constitutes A Broad Agency Announcement (baa) Per Far 6.102(d)(2)(i). (5) The Potential Benefits Of Any Proposed Data Rights (if Applicable);
(6) The Ability Of The Offeror To Efficiently Managing Their Project, Funds And Timely Completion Of Work Products; And
(7) The Overall Impression Of The Project By The Expert Reviewer(s).

b. Selection Of Proposals For Award Will Be Based On The Total Evaluated Score Of The Items Above.
