The bidder is required to have prior work experience in civil engineering construction, specifically in works of a similar nature and size. They should have experience in successfully completing or substantially completing at least one project having a total length of structures not less than one-third of the total length of the proposed structure. The updated completion cost of such project shall not be less than one-third of the Estimated Project Cost in the last 5 financial years preceding the Bid Due Date. The bidder should have an average annual turnover of 40% of the value of the contract/contracts applied for, over the last five years. They should also have experience in civil engineering works, with the maximum value of civil engineering works executed in any one year during the last five years being a key factor in determining their qualification. The bidder is required to have completed similar works with a value of at least the contract price. A percentage of completion is to be evaluated based on the bid documents. For substantially completed works, a certificate from the Employer/Engineer is required, and such works should be at least 90% completed. The bidder should provide information on the total value of civil engineering construction work performed for each of the last five years, with specific details for each year. They should also provide information on projects completed, including the name of the project, employer, description of work, contract number, value of contract, date of issue of work order, stipulated period of completion, and actual date of completion. The amount to be withheld for failing to supply an "as-built" drawing by the required date is 10 lakhs. The performance security required is 5% of the contract price, plus an additional amount to be decided after evaluation of the bid. The maximum limit of liquidated damage for delay in completion of work is 10 percent of the Initial Contract Price. The bidder should also provide information on the amount of work completed, with a percentage of 20 percent applicable to the value of work not completed, representing the Employer's additional cost for completing the works. The bidder must undertake to invest a minimum of cash up to 25% of the contract value of work during implementation and provide evidence of access to line(s) of credit and availability of other financial resources facilities, certified by the Bankers, which should be at least 10% of the contract value.
