Background The Purpose Of Laws Are To Ensure That There Is A Defined Set Of Principles And Regulations, With The Correct Level Of Authority; Emergency Response And Management Is No Different. Legislation Should Provide Appropriate Guidance On When And How Actions Need To Be Carried Out, Whilst Still Allowing For Adequate Flexibility In The Areas Of The Response While Respecting The Authority Of Other Agencies. Recognising The Need For Legal Authority To Allow Lao Pdr To Effectively And Appropriately Respond To Disease Outbreaks, The Communicable Disease Law Was Endorsed In 2019 By The National Assembly During Their Bi-annual General Assembly. However, The Experience Of Responding To The Covid-19 Pandemic Highlighted Many Gaps In The Communicable Disease Law. To Address This Issue, The Department Of Communicable Disease Control (dcdc) Has Submitted To The National Assembly To Update The Communicable Disease Law In 2021-2022. This Has Been Accepted And Also The National Assembly Has Listed This As A Priority For The Ministry Of Health For This Year. Through This Work, Not Only Will Be The Law Be Updated, But The Necessary Sub-decrees Will Be Developed To Operationalise The Law. In Addition, The Public Health Emergency Operations Centres Policies Will Be Concurrently Updated To Ensure They Confer The Legal Authority To Fulfil Their Role In Preparing For, Responding To And Recovering From Events That Threaten Public Health.    Purpose/specific Objective Of The Activity To Provide Technical Support To Lao People’s Democratic Republic (pdr) Ministry Of Health (moh) To Update The Communicable Disease Law, Develop Relevant Sub-decrees And Update The Eoc Policies At National And Subnational Levels.   Description Of Activities To Be Carried Out Under The Guidance Of The Public Health Emergency Operations Centre (pheoc) Focal Point In Who Co Lao Pdr, He/she Will Work Closely With The Department Of Communicable Disease Control (dcdc) To Support Their Work With Central Government, Provincial Government And Other Relevant Government Institutions To Assist With Updating Of The Communicable Disease Law And Drafting Of Sub-decrees And Pheoc Policies. This Will Be Achieved Through A Series Of Workshops And Technical Meetings With All Relevant Stakeholders, Both Within And Outside Of The Health Sector. Additionally, He/she Will Work Closely With A Senior International Public Health Law Specialist And The Communicable Disease Law Ssa. He/she Is Expected To Exercise Initiative As Well As Sound Judgment In The Application Of Policy Guidelines And Programme Objectives Of Moh And Partner Agencies As Required And Relevant.; Support The Dcdc Team Responsible For Updating Of The Communicable Disease Law, To Guide And Review The Updates To The Communicable Disease Law Support The Dcdc Team Responsible For Updating Of The Communicable Disease Law, To Guide And Review The Communicable Disease Law Sub-decrees Support The Dcdc Team Responsible For Updating Of The Communicable Disease Law, To Guide And Review The Updates To The Pheoc/eoc Policies Working With The Cd Law Ssa, Act As A Focal Point For Who Co And Wpro For The Cd Law And Related Policy Work Perform Other Duties As Required By The Htm Lead   Methods To Carry Out The Activity Output 1: Support Dcdc Team Responsible For Updating The Communicable Disease Law Deliverable 1.1. Monthly Stc Report   Qualifications & Experience Education Essential: University Degree In Law. Desirable: Experience In Public Health   Experience Essential: Candidates Should Have Work Experience Of At Least 3 Years Working In A Law-related Position. Candidates Should Have Strong Communication And Interpersonal Skills. Desirable: Understanding Of Lao Pdr’s Communicable Disease Law. Understanding Of Communicable Disease/public Health Law In The Indo-pacific Region.
