Background The Global Analysis And Assessment Of Sanitation And Drinking-water (glaas) Is A Un-water Initiative Implemented By Who. The Objective Of Glaas Is To Provide Policy- And Decision-makers At All Levels With A Reliable, Easily Accessible And Comprehensive Analysis Of Wash Systems To Make Informed Decisions For Sanitation, Drinking-water And Hygiene. Glaas Collects Data Through Country And External Support Agency (esa) Surveys And Publishes Reports Summarizing Wash Systems Data Every Two To Three Years. Additionally, Glaas, In Collaboration With Oecd And Undp, Monitors The Means Of Implementation Targets For Sustainable Development Goal (sdg) 6: • Target 6a: By 2030, Expand International Cooperation And Capacity-building Support To Developing Countries In Water- And Sanitation-related Activities And Programmes, Including Water Harvesting, Desalination, Water Efficiency, Wastewater Treatment, Recycling And Reuse Technologies. • Target 6b: Support And Strengthen The Participation Of Local Communities In Improving Water And Sanitation Management. In Addition To Monitoring The Sdgs, Glaas Provides Evidence To Inform Decision-making Among The Constituents Of The Sanitation And Water For All (swa) Partnership, Specifically Targeted Towards Sector And Finance Ministers Who Are Engaged In The Swa High Level Political Dialogue[1]. The Pacific Island Countries Have Been Involved In 2 Cycles Of Glaas In The Previous Years And Each Year There Has Been An Increase In Participation Of Pics. It Is Aimed That The 2021/2022 Cycle Will Be Undertaken For 10 Selected Pics Who Would Volunteer To Be Part Of The Survey. It Is Aimed That The Selected 10 Pics Will Include The 6 Pics That Had Undertaken The Previous Glaas Cycle. • Fiji • Nauru • Republic Of The Marshall Islands • Solomon Islands • Tuvalu • Vanuatu   Purpose/specific Objective Of The Activity In Collaboration And Supervision Of The Pacific Climate Change And Environment (pce) Team Coordinator Based In Who Office, Suva, Fiji And Guidance Of The Hae Team At Regional Office (ro) As Well As The Focal Point Of The  Glaas At Who Hq , The Consultant Will Provide Technical Support In Undertaking Glaas Consultation With Selected Pacific Island Countries (pics) And Assist In The Completion ,finalization And Submission Of Their Glaas Survey Forms To Pce, Ro And Who Hq.   Description Of Activities To Be Carried Out The Consultant Will Be Engaged For 55 Working Days. The Details Of The Activities Are As Follows: • Country Consultation To Be Undertaken For 30 Days @ 3 Days Per Pic For 10 Selected Pics. It Is Aimed That 5 Pics Consultation Will Be Undertaken In September And 5 Pics Planned For October • Validation Of Information From Pics For 15 Days • Finalization And Submission Of 10 Countries Report To Glaas Focal Point   Methods To Carry Out The Activity Under The Supervision Of The Pce Team Coordinator Based In Who Office, Suva, Fiji And Guidance Of The Hae Team At Regional Office (ro) As Well As The Focal Point Of Glaas At Who Hq The Consultant Will Carry Out The Following Activities: The Consultant Will Communicate With Country Focal Points To Plan For The Glaas – 3days Consultation. Looking At The Pandemic Situation And Now And Travel Restrictions To Countries, This Will Be Undertaken Virtually.  The Consultant Will Undertake Country Consultation For The Selected 10 Pacific Island Countries. As Indicated In # 1 Above, The Consultation Will Be Undertaken Virtually Which Will Include A 2 -4 (or More If Needed) Hours Virtual Training Over 2 Days On Completion Of The Form. The Remaining Day Can Be Utilized As A Consolidation Of Responses And Completion Of All Associated Forms The Consultant Will Undertake Validation Of Information Needed As Per The Glaas Survey Forms. The Consultant Will Finalize And Submit All Forms For 10 Pics Output/s Phase 1: Output 1: Planning And Country Consultation Deliverable 1: A Workplan And A 1 -2-page Summary Report Capturing Stakeholders’ Whom Are Part Of The Consultation. Phase 2: Output 2: Validation Of Information Deliverable 2: None   Output 3: Finalization And Submission Of 10 Countries Report To Glaas Focal Point Deliverable 3: Completed Glaas Forms For 10 Pacific Island Countries   Qualifications & Experience Education Essential: Advanced Degree In Health Sciences Or Sciences Desirable: Advanced Degree In Public Health, Environmental Health, Other Health Sciences Or Other Science Qualification   Experience Essential: At Least Five Years Of Experience In Undertaking Surveys At Community Level Or Country Level. Desirable: Working Experience In Pacific Island Countries And Has Experience In Undertaking Virtual Assessments.   Technical Skills & Knowledge Specific Technical Knowledge Of Water, Sanitation And Hygiene And Goals, Targets And Indicators On The 2030 Agenda.
