Background On 31 December 2019, Who Was Informed Of Cases Of Pneumonia Of Unknown Cause Detected In Wuhan City, Hubei Province Of China. The Pathogen Was Subsequently Identified As A Novel Coronavirus (covid-19). On The 30th Of January, Covid-19 Was A Declared A Pheic. As Of 28 June 2021, Global Cases Have Surged To 179,686,071 Cases With More Than 3.8 Million Deaths. In Lao Pdr, There Have Been 2,036 Confirmed Cases, And We Will Continue To Support The Ministry Of Health On Strategic And Risk Communication. Currently, Moh Is Implementing The National Covid-19 Vaccine Deployment Plan And Non-pharmaceutical Interventions In The Country. Communication Is A Critical Area Of Work That Needs To Be Done In A Timely, Appropriate And Effective Manner To Ensure There Is A Timely Response To Covid-19 In Lao Pdr..   Purpose/specific Objective Of The Activity This Consultancy Will Support Who Lao People’s Democratic Republic (lao Pdr) And The Ministry Of Health Of Lao Pdr With Strategic And Risk Communications Related To Covid-19.   Description Of Activities To Be Carried Out Under The Supervision Of The Whe Team Leader And The Management Of The Who Representative, And In Collaboration With Colleagues In The Western Pacific Regional Office, Particularly The Communications Manager In The Office Of The Regional Director For The Western Pacific (wpr/rdo) And The Risk Communication Lead In The Health Emergencies Programme (cpi/whe), The Consultant Will Be Responsible For Delivering The Following:   Methods To Carry Out The Activity Output 1: Support Ministry Of Health To Effectively Communicate Public Health Measures, E.g. Non-pharmaceutical Interventions And Covid-vaccination • Deliverable 1.1: Support Moh To Engage With National Media Through Regular Press Briefing And Conferences Organised By The Ministry Of Health • Deliverable 1.2: Provide Technical Assistance To Moh For Social Listening Through Traditional And Social Media, Including Rumours And Misinformation, And Develop Appropriate Messages To Respond Public Concerns • Deliverable 1.3: Support Ministry Of Health In The Implementation Of The National Deployment And Vaccination Plan For Covid-19 Vaccines Communication Strategy, Ensuring That Materials And Messages Appropriately Address: (1) Misinformation Related To Vaccine Supply And Availability, (2) Covid-19 Vaccine Efficacy And Safety, (3) Selection Of Target Populations And Rationale, (4) Factors Contributing To The Acceptance And Uptake Of The Covid-19 Vaccines • Deliverable 1.4 – Work With Technical Unit To Address Adverse Events Following Immunization (aefi) Messages, If Needed Output 2: Provide Technical Assistance To Develop Capacities Of Centre For Communication And Education For Health (cceh), • Deliverable 2.1: Provide Capacity Building For Cceh, Identifying Areas To Conduct Surveys To Improve Messaging, Or Joint Surveys With Other Departments (baseline, Cohort Or Cross Sectional) To Support Behavioural Change On Non-pharmaceutical Intervention And Covid-19 Vaccination. Output 3: Support Who Co To Develop Messages And Visibility • Deliverable 3.1: Develop Risk Communication Messages And Materials Based On Regional And Hq Communication Units To Fit The Local Context, • Deliverable 3.2: Prepare Talking Points, Q&as And Human Interest Stories, Including Content For Regional Office To Highlight Who’s Work In Country • Deliverable 3.3: Support Implementation Of Donor Visibility Plan And Donor Reporting • Deliverable 3.4: Coordinate With The Ministry Of Health And Key Partner Organizations To Share Updates On Communication Activities On Covid-19   Qualifications & Experience Education Advanced University Degree In Communications, Journalism, Public Relations, Public Health, Political Science, International Relations Or A Related Field. Experience Minimum Of Seven Years Of Experience In Strategic Communications Including Experience Of Outbreak Or Emergency Communications. The Consultant Should Have Experience Of Working Within The Un System Or With Un Partners. Direct Experience With Who Is Preferred. Skills And Knowledge Knowledge And Skills In Risk Communication. Language Written And Spoken Fluency In English Is Essential. Written And Spoken Fluency In Another Un Or Lao Language Is Desirable Competencies • Teamwork • Producing Results • Ensuring Effective Use Of Resources • Respecting And Promoting Individual And Cultural Differences.   Additional Information Due To The Travel Restrictions Only Candidates That Can Follow The National Quarantine Policy For Travellers In Lao Pdr Will Be Considered.
